Summary Click on “Learn more about this agency” button below for IMPORTANT additional information. The primary purpose of this position is to serve as the command’s Chief, ISR Physical Security. This position exercises supervisory and managerial responsibilities. Serves as the ISR physical security functional expert responsible for oversight, and advisory functions for Headquarters Air Mobility Command and 11 command-wide geographically separated SSOs and IT Information Systems Security Managers. Responsibilities -Executes, manages, and administers (SCI) Physical Security programs for the entire MAJCOM. Senior program manager for AMC SCI Physical Security Programs across the command and subordinate organizations to include HQ AMC, Numbered Air Forces (NAFs), Air Operations Centers (AOCs), wings, installations, Field Operating Agencies (FOAs), 100+ SCIFs, Presidential Airlift Group (PAG) aircraft and facilities, and Executive Airlift Platform Secure Working Areas (SWAs). Develops and implements guidance and procedures for AMC ISR physical security operational requirements. Uses comprehensive knowledge of AMC strategic vision and mission to provide expert and authoritative physical security advice, guidance, knowledge, and consultation to IC, DoD, USAF, MAJCOM, wing, FOA, and installation senior leaders, commanders, and decision-makers in achieving overall command objectives and priorities. -Senior Technical Advisor for development, construction, and life-cycle maintenance of SCIFs. Requires understanding of Command’s mission, strategy and structure, funding sources and procedures, and requires ability to make on-site logical decisions quickly and the flexibility to respond immediately to unforeseen events. Represents the directorate in meetings with senior planners from internal/external MAJCOM staffs, Air Staff, DoD, National Security Agency (NSA), DIA, National Reconnaissance Office (NRO), National Geospatial Intelligence Agency, Department of Homeland Security, other national agencies, and congressional staff members. Serves as MAJCOM expert on all substantive SCI physical security matters and interfaces directly with national-level security policy officials on matters involving protection of special intelligence sources and methods. -Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Ensures employees have the knowledge, skills, and abilities required to effectively manage DoD, IC, AF, and AMC-wide programs and administer guidance and policy. Develops, modifies, and/or interprets performance standards. -Implements and administers SCI Information and Industrial Security Programs for the MAJCOM. Enforces operational, functional, and mission assurance aspects of the program for AMC SCI Information Security Programs. Directs the review of security classification management and declassification policies, standards, and security management guides. Interprets law, DoD and AF regulations, and industry standards to evaluate and ensure the safeguarding of classified information, technology, and sensitive unclassified information. Analyzes and evaluates the classification downgrading, declassification, and destruction programs. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the “Professional” work category are at the “Senior” work level and are equivalent to those at the GS-13 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. Term NTE: 01 MAY 2028 In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of physical, personnel, industrial, and information security sufficient to provide SME guidance to military, civilian, and contractor personnel on DoD and National Agencies specific policies, procedures, and operating directives covering physical security. Must have an in-depth knowledge of sensitive intelligence methods and associated SCI products that are protected under the SCI management program, to provide accurate guidance on the types of justification required for various SCI program requirements and accesses. Must have in-depth knowledge of SCI physical security, TEMPEST, SCIF construction, and SCIF accreditation matters, as well as Aircraft SWA accreditations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze and resolve difficult and complex security problems, apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Expert knowledge of DNI, DoD, and AF policies, procedures, standards, training, and methods for identifying and protecting SCI-information systems/platforms, personnel, facilities, operations, or material from unauthorized disclosure, misuse, theft, vandalism espionage, sabotage, or loss. 3. Expert knowledge of the application of Risk Management theory for SCIFs and AFJWICS to integrate multiple security disciplines for facilities and systems located in geographically dispersed sites world-wide. 4. Skill in developing, analyzing, and evaluating multiple security programs (Personnel, Physical, and Information) to meet mission requirements and improve organization security programs. Ability for a high degree of judgment, resourcefulness and originality and an ability to foresee the security and cybersecurity impacts of changing technologies. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences CONDITIONS OF EMPLOYMENT CONT’D: 1. This position in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position. 2. Position is designated special-sensitive and requires eligibility for access to Top Secret, Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
