Annual Starting Salary: $88,104

These positions are open to current BIDDERS AND the PUBLIC (non-bidders). Only current City employees covered under the City’s Collective Bargaining Agreement with CHICAGO REGIONAL COUNCIL OF CARPENTERS-INSPECTORS (CARPENTERS LOCAL 13) – (BARGAINING UNIT #44) are considered BIDDERS and are eligible to bid. Qualified BIDDERS who properly submit a bid application will receive preference over any non-bidders.

Under general supervision, the class inspects the structural, safety and sanitary conditions of buildings,

reviews building plans and construction specifications and inspects new construction, rehab and

alteration projects for compliance with the construction provisions of the building code; and performs.

related duties as required.

ESSENTIAL DUTIES

· Responsible for conducting permit inspections to verify the work in progress is following the approved plans; license inspections to verify compliance with Chicago Construction Codes provisions for daycares, restaurants.

· Responds to 311 complaints regarding work without permits, vacant buildings, and/or existing buildings Performs periodic inspections on existing buildings.

· Conducts inspections for cases filed in administrative hearings and/or circuit court.

· Inspects the interior and exterior of multi-residential, industrial, and commercial buildings to ensure that structural, sanitary and safety conditions are in compliance with the building code.

· Review and complete an inspection checklist of building components, list found violations and issue citations for code violations.

· Re-inspect buildings prior to court proceedings to ascertain whether violations have been corrected.

· Ensure that building owners possess proper permits for alterations to building structures.

· Inspect structures to ensure compliance with appropriate zoning ordinances and in response to heat related and rodent infestation complaints.

· Review building plans and specifications to ensure structural and foundational components comply with the construction provisions of the building code.

· Identify materials and installation methods not in compliance with building code requirements and recommend changes to bring plans into compliance.

· Inspect building structures to ensure that the framing and construction adhere to approved permit plans and construction specifications.

· Examine construction materials for compliance with building standards.

· Check structures for adherence to property, lot lines and setback requirements.

· Inspect the structural integrity and safety of buildings that have sustained fire damage.

· Issue citations for code violations and use a computer to prepare inspection findings and reports.

· Interpret and explain applicable sections of the building code and its requirements to contractors, residents and building and property owners.

· Testify at administrative hearings and in court regarding code violations and corresponding citations issued.

· Obtain information from title searches to identify building ownership.

· Inspect job sites for proper construction permits and ensure permits are valid.

· Other related duties as assigned.

  • Must be able to access multi-level buildings possibly by (climbing ladders and stairs) and various work sites including roofs and basements to conduct inspections _with possible exposure to noisy, dusty or wet environments in all weather conditions and in all neighborhoods throughout the City_** .

THIS POSITION IS IN THE CAREER SERVICE

Qualifications:

Successful completion of a US Department of Labor registered building trade apprenticeship training program and journeyman status , plus at least two (2) years of journey level building trade experience , or five years of skilled building construction or building inspection experience , or graduation from an accredited college or university with a Bachelor’s degree in Architecture or construction related engineering, or an equivalent combination of training and experience.

LICENSURE, CERTIFICATION, or OTHER QUALIFICATIONS REQUIRED

Ø A valid State of Illinois driver’s license is required.

+ Ability to access difficult to enter spaces (e.g., roofs, basements, tanks, field equipment, cramped quarters).

+ Ability to tolerate heights while working.
