Associate Policy Analyst (Knowledge Management)
Full Time

Chapin Hall is seeking an experienced Associate Policy Analyst who will work collaboratively with Chapin Hall staff. This position will report directly to a Senior Policy Analyst and allows for remote work and periodic in-person attendance at Chicago, IL meetings. The successful applicant is expected to work normal business hours and must have flexibility in their work schedule to accommodate business demands.
This individual will serve as a member of a multi-disciplinary team responsible for working with government agencies, researchers, and policymakers to answer fundamental questions child and family policy. The team's work focuses on improving the amount, quality, and usage of data available for evaluation and continuous quality improvement to improve child welfare outcomes in Illinois. An important function of this position is knowledge retention, capture, and sharing best practice processes using Illinois child welfare metadata to support the work of multiple projects. This work is achieved through a number of core projects and functions or developing meta data when it is not available, research data support and technical assistance, outreach and collaboration, and dissemination of work through written products and oral presentations.
The ideal candidate will have strong writing and communication skills, experience with project management, expertise with human services programs, and familiarity with administrative data and data systems.

RESPONSIBILITIES
Policy Analysis and Project/Knowledge Management
Collects, monitors, and analyzes data, policies, and programs in the Illinois child welfare system
Collects, cleans, and validates data
Conducts literature reviews
Defines, captures, translates, and disseminates knowledge of Illinois child welfare metadata
Supports the implementation of policy and research projects of varying size and complexity, including planning, organizing, and managing resources to achieve specific project goals and objectives
Coordinates project activities, records meeting activities and progress; reports project status
Performs moderately complex analysis of policy and research, with increasing expertise
Helps project partners understand the implications of research findings for policies, programs, and the populations they serve
Communications
Communicates with child welfare agency data providers about data sources, definitions, and products
Assists with translation of research evidence into policy and practice positions
Manages write-up of presentations, reports, issue briefs, web materials, memoranda, and other communications related to team efforts
Contributes to (writes) sections of presentations, reports, issue briefs and proposals; proofs, edits, and formats products
Develops visuals and other presentation materials
Supporting External Relationships
Works directly with external Illinois subject matter experts, managers, information technology and policy staff related to multiple Chapin Hall research, evaluation and CQI projects
Contributes significantly to meetings with key external stakeholders
Supports relationships with state agencies, research and policy stakeholders to develop and carry out each project's work and navigates those relationships effectively
Contributes to development and implementation of educational and training products
Identifies opportunities for communications to external stakeholders
QUALIFICATIONS
Master's degree in public policy, social work, human services, public health, sociology or other relevant field plus a minimum of three years of relevant experience required.
A minimum of three years of applied and operational experience in public program or policy contexts, and in policy and data analysis, required.
Research, professional or lived experience with child and family programs and policies is strongly preferred.
Experience using R, Python, VBA, SQL/PostgreSQL, STATA, SAS and/or other appropriate analytic software programs, preferred.
Demonstrated project management experience required.
