Description

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.
Financial Affairs is headed by the Chief Financial Officer and divided into four groups: Treasury; Accounting, Budget and Management Analysis and Business Efficiency & Process Improvement. The core mission of these groups is to provide accurate financial information so that Metra can run its business efficiently. Together these departments employ approximately 100 people.
Reporting to the Director, Corporate Quality Assurance, the Quality Assurance Analyst 2 will work to ensure that products and services meet the established quality standards of the agency, the Federal Transit Authority (FTA) Quality Management System (QMS) guidelines, or other funding and regulatory agencies; and assist with data analysis, audits, and the review of information used to implement capital projects.
The primary duties include: Perform audits, reviews, and assessments to verify compliance with regulatory, contractual, and departmental guidelines, processes, and requirements; and develop, review, and revise quality processes, procedures, plans in compliance with the agency's standards, policies, and procedures and the FTA's QMS guidelines. Manage and maintain audit data and documentation to serve as evidence for compliance; develop detailed reports with illustrative summaries; and assist with developing trend analysis reports of audit findings. Utilize quality tools and techniques to drive improvements of user department processes during the implementation of capital projects, operations, and maintenance activities; use statistical methodologies to collect samples and analyze data from various sources. Identify trends or anomalies in project information collected from quality plan forms, audits, and other project documentation; conduct root cause analyses of errors, deficiencies, non-conformities, or other quality failures and recommend respective corrective actions. Assist with oversight of quality audits conducted by third-party vendors (i.e. consultants, contractors and fixed facility railroads) in the implementation of quality program requirements. Promote safe work practices and maintain and foster a safe work environment. Perform other related duties as assigned to meet the ongoing needs of the organization.
Final salary will be determined in part by the qualifications of the selected candidate.
Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges, so candidate can consider their growth potential.

Requirements

Bachelor's degree OR, in lieu of a degree, any combination of education and experience that equals four (4) years in quality assurance or quality control in a public or private rail operation, transportation, or similar industry.
In addition to #1 above, must have three (3) years of experience in quality or process improvement that includes QA/QC, auditing, data analysis, and implementation of quality or compliance programs.
Knowledge of the local, state, and federal regulatory agencies such as the Department of Transportation (DOT) and FTA and their regulations and guidelines such as the FTA's QMS guidelines and project and construction management Guidelines.
Knowledge of statistical methods and quality tools and techniques used for data analysis (e.g., regressions analysis, hypothesis testing, pareto charts, statistical process control, etc.).
Good written and verbal communication and interpersonal skills to relay information clearly and effectively.
Good organization and analytical skills with the ability to solve problems.
Ability to work collaboratively with all levels of management within the agency and external organizations.
Certification through the American Society for Quality (ASQ) or other accredited quality-related organizations or able to attain within two (2) years of hire date.
