Description
This position is staff to the Local Workforce Innovation Board for Local Workforce Innovation Area 23 (LWIA 23). This position is responsible for the oversight of operations and activities of sub-contracted agencies for the Workforce Innovation and Opportunity Act (WIOA) and similar programs, and for related needs assessment for these programs. Responsibilities include monitoring the effectiveness of services provided, championing continuous improvement efforts, and preparation of the annual Memorandum of Understanding, inclusive of cost allocation plans. This position provides support to the Director of Workforce Investment.
 Description of Essential Functions (critical tasks)
ESSENTIAL JOB FUNCTIONS:

Oversees the formulation and implementation of local policies, systems, rules, and operating guidelines to effectively manage and administer all WIOA programs consistent with the Board's goals and objectives, the needs of the area served, and applicable mandated requirements. Maintains the Board's policy manual.
Prepares and negotiates the Board's portion of the Workforce Innovation and Opportunity Act region's annual Memorandum of Understanding between the Act's mandated partners for submission to the Illinois Department of Commerce and Economic Opportunity for funding by WIOA.
Evaluates and monitors the extent of compliance of all internal program and fiscal activities with appropriate laws, rules, regulations, and policies as well as performance against established objectives.
Establishes contacts with state and local agencies, WIOA Core and Required partners, other Lake Land College departments, businesses, labor, and community organizations, for the purpose of enhancing program effectiveness.
Collects, compiles, analyzes, and interprets economic and demographic data to aid in program plan formation as well as information utilized in the monitoring and evaluation of WIOA and Board goals with a focus on continuous improvement.
Serves as the Board's coordinator to the One-Stop Consortium Committee, including provides oversight and evaluation to the Board on the One-Stop activities and operations.
Assists the One-Stop Center in implementation of policies, procedures, and coordination of services; advises One-Stop Operator Consortium, including leading certification procedures.
Assists in the research, development, and preparation of plans for grant applications and grant modifications.
Oversees the development of resources for local employers, ensuring that artificial barriers to business services are not present; serves as the Board's coordinator to the Business Services Team, as needed.
Establishes contact and maintains liaison with local employers.
Monitors sub-grantee programs to ensure compliance with applicable codes and guidelines.
Evaluates job-seeker participant application review process and evaluation of eligibility requirements using an equity lens.
Serves as the Board's liaison to Department of Commerce & Economic Opportunity's programmatic monitoring staff.
Coordinates employer and agency efforts to monitor and analyze American with Disabilities Act and equal employment opportunity compliance; facilitates EEO/ADA grievance procedures.
Represents workforce development programs and makes field visits to monitor program activities of agencies and businesses employing participants.
Reviews and oversees all records and reports necessary for compliance on monthly, quarterly, and annual basis, including all Illinois workNet reporting platforms; Serve as local administrator of Illinois Workforce Development System (IWDS).
Attend all Local Workforce Innovation Board and Chief Elected Official meetings and committee meetings. Ensure Board compliance with Illinois Open Meetings Act. Serve as support for recording minutes at meetings.
Assist with new Board member recruitment and orientation; assist with new Chief Elected Officials orientations. Ensure compliance of Board and CEO certification process.
Maintain relevant professional skills and knowledge through participation in training seminars, in-service training classes, professional networks, and travel as required.
Performs a variety of related activities as required. 
 Specific Functional Job Requirements
Education Requirements:

Bachelor's Degree required.
Experience Requirements:

Three years of experience with business operations and workforce development.
Knowledge:

Thorough knowledge of appropriate federal, state, and local laws, rules, regulations, agreements, policies, and procedures as they pertain to the administration of the WIOA programs; thorough knowledge of the Illinois Open Meetings Act; thorough knowledge of Robert's Rules of Order, thorough knowledge of the principles and techniques of administrative supervision and decision making; thorough knowledge of community organizations engaged in employment development...
