The primary purpose of this position is to serve as the Air Mobility Command (AMC) JWICS network Information System Security Officer (ISSO), provide management and oversight for the AMC JWICS cybersecurity program. Headquarters Air Mobility Command (HQ AMC), ISR Directorate (A2), Special Security Division (A2S), Scott Air Force Base, Illinois. Responsibilities Serves as a Joint Worldwide Intelligence Communications Systems (JWICS) ISR Information System Security Officer (ISSO). Manages and administers the AMC JWICS IA Awareness Training Program. Serves as a technical advisor to management. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A). This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the “Professional” work category are at the “Full Performance” work level and are equivalent to those at the GS-11 level. The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: All academic degrees and coursework must be from accredited or pre-accredited institutions Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extensive knowledge of a wide range of IT concepts, principles, and practices. Knowledge can be gained through a professional or administrative occupation, extended graduate study or practical experience and skill. The employee applies knowledge, skills and abilities to difficult but established methods. These include requirements for security certification and accreditation, network operations and protocols, systems testing and evaluation, performance management, implementation, and coordination of activities to ensure, protect, and restore IT systems, services, and capabilities. The employee monitors and evaluates systems compliance with IT security requirements, provides advice and guidance in implementing IT security policies and procedures. The employee manages network systems security operations, plans, and conducts security accreditation reviews, recommends, and implements security measures based on results of accreditation reviews. The employee applies knowledge of IT system and software development life cycles including documentation, design, development, configuration management, cost analysis, data administration, systems integration, and testing. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of IT security principles, concepts, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risks and vulnerabilities, implementing improvements, mitigating deficiencies, and disseminating IT security tools and procedures. 2. Knowledge of IT Information Security (INFOSEC) requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of local area network (LAN) security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. 4. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes, and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. 5. Ability to communicate effectively, both orally and in writing. 6. Ability to develop and conduct training on information systems security. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
