Job Description

30%   Subject to management approval, serves as the I-CARE Project Manager for the Department of Innovation & Technology (DoIT), supporting the Department of Public Health (DPH):
•    Oversees the maintenance and support of departmental systems, primarily the I-CARE Immunization registry.
•    Manages web-based applications using ASP.NET, C#, Active Server Pages, JavaScript, Java, Oracle databases, IBM DB2 databases, and/or IBM WebSphere application servers. 
•    Manages and oversees IT support for the Infectious Diseases Immunization group regarding systems design, development, installation, support, maintenance, and enhancement of the I-CARE Immunization registry application.
•    Conducts and coordinates feasibility studies to determine user needs and requirements for computer applications.


25%   Serves as a working supervisor:
•    Assigns and reviews work.
•    Provides guidance and training to assigned staff.
•    Counsels staff regarding work performance.
•    Reassigns staff to meet day to day operating needs.
•    Establishes annual goals and objectives.
•    Approves time off.
•    Prepares and signs performance evaluations.


20%   Develops system project plans for tasks and sets target dates, resource scheduling, and objectives:
•    Develops, recommends, and implements policies and procedures primarily for the Office of Health Protection and Office of Women's Health.
•    Compiles data for cost-benefit analysis and allocates resources.
•    Derives and coordinates precise problem definition and procedures for the conduct of projects.
•    Implements project management standards and techniques for accounting and control.
•    Provides project status reports to management.

10%   Reviews, analyzes, and evaluates computer systems, work-in-progress reports, completed enhancements, and production reports to ascertain adherence to department standards, accuracy, completeness, adherence to policy and procedures, proper progression, and completion by deadline:
•    Verifies that the system makes best use of current technologies and determines if the system should be upgraded to the current IS supported environment (such as a web-based system).


5%   Plans, reviews, and assesses unit work functions to assure operation within budgeted amounts for staffing and equipment:
•    Recommends, plans revisions and/or changes in staffing levels, priorities, projects, deadlines, change in expected workloads, capacities, and production capabilities. 
•    Provides operational data to the OHP/OWH IS Manager for budgetary planning.


5%   Keeps abreast of new developments in the Information Technology (IT) field:
•    Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
•    Attends demonstrations and exhibitions related to assigned operations


5%   Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
