Job Summary

Reporting to the Director of Finance and Operations, the Human Resources Manager will be responsible for all aspects of Human Resources across the entire group of the Climate Energy Institute (CEI) initiatives and affiliated centers. These operations include the recruitment, hiring, and onboarding of all professional and research staff, visitors, and hourly paid staff and student workers; coordination with the Office of International Affairs for employee immigration needs; management of the enterprise-wide performance review process; all aspects of administration related to Workday, the University's HR system; routine HR-related communications to staff; and all aspects of employee support. This position requires a creative thinker who can be a strategic advisor to a growing organization with operations in the US and globally, and requires the ability to foster seamless communication and coordination with finance staff.

Responsibilities
  • Manages all operations of the CEI HR department and supervises staff.
  • Leads the recruiting and hiring process including job description development, interview coordination, hiring, and on-boarding. Manages restructuring and reorganization planning and implementation.
  • In coordination with BFI Leadership, sets policies and establishes and maintains goals, priorities, and programs for administrative services that are consistent with the departments mission, values and strategic plan.
  • Ensures compliance with University Human Resources and Provost's Office policies and standards, as well as all relevant employment laws. Advises and counsels supervisors and managers on federal, state and local employment laws and regulations.
  • Keeps abreast of changes affecting human resources and assumes an active leadership and advocacy role within the field.
  • Represents CEI human resource needs to the Provost's Office, University HR, and other University administrative units.
  • Provides guidance to recruit and retain a diverse staff, and foster a workplace that centers diversity, equity and inclusion practices.
  • Develops human resources procedures and workflows, and oversees their implementation.
  • In coordination with the Director of Finance and Operations, develops the HR budget.
  • Represents CEI in all labor and employee relations matters, including grievances, complaints, and legal issues. Works with the appropriate University (Legal, Employee and Labor Relations) and external offices (union representatives) to coordinate effective handling of dispute resolutions.
  • Assists managers and staff in understanding of employment law, University policies and procedures, and the collective bargaining agreement.
  • Leads and supports supervisors through disciplinary procedures, including coaching and other corrective action activities, and assists managers and staff in resolving personnel issues while ensuring compliance with guidelines and laws.
  • In partnership with relevant University units, manages appointment, reappointment and recruiting for Postdoctoral Scholars and Other Academic Appointees using the University's applicant tracking system.
  • Supports searches for new appointees, development of offers of appointment, onboarding of new appointees, reappointment and promotion of other academic/postdoctoral scholars personnel, leaves, retirements, and other departures.
  • Oversees staff recruitment process and provides guidance for clerical, exempt, non-exempt searches.
  • Oversees CEI performance management process, including the review and improvement of performance management tools.
  • Responsible for all staff classification and compensation activities including development, review, and maintenance of staff job descriptions and classification of positions.
  • Reviews and evaluates internally consistent and externally competitive compensation programs; oversees salary adjustments, reclassifications, and promotions.
  • Works collaboratively with the Director of Finance and Operations to provide CEI specific professional development and training programs that ensure organizational readiness.
  • Coordinates and monitors professional development programs and works to ensure their success.
  • Develops and implements short- and long-term human resources plans and operational policies for a unit.
  • Has a deep understanding of unit's employee/labor relations efforts, including handling grievances, disciplinary warnings, and employee complaints.
  • Develops and administers the HR budget for the department, monitors for variances, and manages employment expenses within established guidelines.
  • Performs other related work as needed.

Minimum requirements include a college or university degree in related field.

Preferred Qualifications

Education:
  • Master's degree in human resource, business administration, organizational behavior or related field.
Experience:
  • A minimum of seven years of direct, relevant HR experience with proven track record of success.
  • Background working with college-aged students and/or recent college graduates strongly preferred.
  • Professional experience in diversity-related programs and/or initiatives.
  • Prior small-group program management and/or event planning experience.

Technical Skills or Knowledge:
  • Demonstrates proficiency with Microsoft Office (Word, Excel, PowerPoint, etc.), Outlook, Workday HRIS, Interfolio.
  • Demonstrates experience working with human resources information systems (HRIS) and applicant tracking systems.
  • Experience using meeting software and applications such as Google Meet, Teams, Zoom, etc.
  • Working knowledge of relevant federal, state, and municipal employment laws and regulations (including those related to EEO/AA; FLSA; FMLA; ADA; and OSHA). Self-directed, results-oriented work ethic.
