Overview

Expected pay for this position is $71.64 - $94.92/hour. Actual pay will be determined by experience, skills and internal equity.
POSITION SUMMARY: The Employment Counsel provides legal support and services for OSF Healthcare and the Human Resource Division. Provides advice, counsel and assistance in day-to-day employee relations matters, wage and hour, immigration, non-provider employment and service agreements, claims management, training, and education. Employment Counsel is responsible for assisting in managing case OSF case dockets in employment litigation matters. Works with the SVP/CLO to monitor and analyze ongoing legal climate to ensure continued organization compliance across all OSF entities. Develops working relationships with appropriate personnel in the corporate office and the Corporation's health care facilities and operating divisions and assists them with specific legal problems or assignments. Communicates, coordinates, and works collaboratively with Legal Services colleagues, the Human Resources Division, executive leadership, and other key functional areas regarding common issues and projects. The position will attend meetings, participate on committees, furnish legal counsel and advice, and perform other functions and duties which are customarily performed by in-house counsel, at the direction of SVP/CLO. Employment Counsel complies at all times with the Illinois Rules of Professional Conduct, including without limitation Rule 1.13 (Organization as Client) and Rule 5.2 (Responsibilities of a Subordinate Lawyer). The position maintains working knowledge of current and future laws and rules affecting employees and future revisions to existing laws, rules, OSF bylaws, policies, and practices. Employment Counsel will maintain liaison with appropriate external organizations such as the Illinois Hospital Association, the Illinois Association of Healthcare Attorneys, the Illinois State Bar Association, and the Peoria County Bar Association.
Qualifications

REQUIRED QUALIFICATIONS:
Education: Juris Doctor of Law
Experience: 5 years' experience in the practice of employment law.
Licensure/ Certification: License to practice law in the State of Illinois, eligibility to take Illinois bar exam, or other eligibility for Illinois license (e.g., reciprocity).
Other Skills/ Knowledge:
Excellent interpersonal and communication skills.
Solid computer skills, including proficiency with Microsoft software.
Strong analytical and problem-solving skills, with the ability to be detail oriented.
Demonstrated working knowledge of Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act, the Americans with Disabilities Act, the Family and Medical Leave Act, the Employee Retirement Security Act, the National Labor Relations Act, the Fair Labor Standards Act and other human resources related laws and regulations.
Possess or acquire working knowledge of the State of Illinois labor and employment law.
Possess or acquire familiarity with provisions of the relevant state and federal statutes and will be expected to acquire working knowledge of its provisions which are relevant to OSF, including knowledge of existing and future implementing regulations and court decisions. It is expected that the Legal Services Division will be a resource to the OSF Corporate Office, health care facilities, and operating divisions regarding applicable statutes, rules, and regulations.
Possess or acquire working knowledge of the Health Insurance Portability and Accountability Act and regulations thereunder, including but not limited to the portability and non-discrimination provisions, the HIPAA Privacy Rule, the HIPAA Security Rule, the HIPAA Transaction and Code Sets Rule, and provisions of the HITECH Act under ARRA.
Possess strong analytical abilities and be able to work effectively under strict time constraints.
Possess strong written and oral communication skills with the ability to interact well with people from various levels within the organization.
The Employment Counsel must possess the ability to work on several projects at one time with good organizational skills and judgment.
