Assistant Director

Chicago Police Department

Office of Constitutional Policing and Reform – Research and Development Division

Number of Vacancies: 1

(Additional vacancies possible pending budget approval)

Starting Salary: $129,936 – $146,376

Under direction, this managerial position is accountable for senior manager-level functions within the Research and Development Division of the Chicago Police Department. This position leads a team of Research and Policy Analysts engaged in comprehensive research and analysis of CPD directives to support department operations, ensure consent decree and accreditation compliance, and perform related duties as required.

ESSENTIAL DUTIES

· Works with the Deputy Director and supervisory teams in creating and maintaining division processes, day to day operating procedures, developing practices, managing staffing issues, and assists the division in meeting goals and accomplishments.

· Oversees and coordinates office practices. Manages unit personnel regarding manpower, and workflow management.

· Coordinates statistical analysis projects and participates in directing analysis outcomes.

· Review and approve performance evaluations.

· Manages supervisory staff in creating new Department policies and the modification of existing policies.

· Provides guidance and direction to unit personnel regarding researching policies and procedures, best practices, implementing policy, statistical analysis, and meeting division deadlines.

· Serves as the head of the division in the absence of the Deputy Director. Assumes responsibility for the management of the division’s operations, management of personnel, administrative processes and day to day division operations.

· Prepares division budget for submission.

· Mentors personnel to ensure that problems or concerns are being addressed. Ensures safe work practices are being adhered to and coordinates with supervisory staff to facilitate streamlining processes for efficiency and accuracy.

· Liaison with outside agencies on policy development and statistical analysis

· Participates in depositions and court appearances as an expert witness for the Chicago Police Department.

Days: Monday – Friday

Hours: 9:00 AM – 5:00 PM

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience.

SELECTION REQUIREMENTS :

The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

In order to receive the veterans preference, candidates must answer “yes” to the question on the online application that asks, “Have you been discharged or released therefrom the United States Armed Forces under Honorable Discharge or General Discharge (Under Honorable Conditions) OR have you completed the term of your initial contract as a Reservist or member of the National Guard and are actively serving in good standing AND do you wish to be considered for a Veteran’s preference in hiring with the understanding that you must provide required documentation at the onboarding stage AND if you cannot produce the required verification your conditional offer may be revoked?” In addition, you must provide documentation to verify your military service at the time of on-boarding. Veterans who claim Veteran’s preference must submit the following at the time of onboarding: DD214, Certificate of Release or Discharge from Active Duty that must show the Veterans’ character of service upon discharge.
