Job Description

35%       1.            Subject to management approval, serves as the Deputy Chief Information Officer (CIO)of Operations for the Department of Innovation and Technology (DoIT), supporting the Department of Children and Family Services (DCFS):
•    Plans, advises, directs, manages, and coordinates the Information Technology (IT) Operations Program for DoIT-DCFS, which includes the Project Office, Application Service Desk, and the Cloud Architect.
•    Formulates, develops, implements, and interprets statewide policies and procedures relating to areas of oversight. 
•    Coordinates and monitors next-generation information technology delivery of all third-party information technology infrastructure used for all business processes across the Assigned Agency.
•    Serves as an IT senior leadership team member, contributing to the development and execution of assigned agency-wide IT strategy and ensuring alignment with DoIT-DCFS standards, strategies, and delivery capabilities.
•    Reviews, analyzes, and evaluates the effectiveness of existing and proposed programs, policies, procedures, and organizational methods, monitoring to ensure/verify compliance with federal, state, and DoIT-DCFS, requirements. 
•    Drives incident, problem, change, release, configuration, availability, and capacity management with regard to DCFS-DoIT IT applications. 
•    Develops long-range plans for DoIT-DCFS application support and monitors progress toward accomplishment of same.
•    Plans, develops and implements methods, systems, and examination procedures designed to effectively monitor DoIT-DCFS IT governance. 
•    Initiates and develops plans to enhance office functions and operations.
•    Directs, controls, and coordinates the planning and development of Department projects and related activities.
•    Collaborate with the DoIT Chief of Learning and Development to manage and implement the learning and development functions for DoIT/DCFS.
•    Confers and consults with the DoIT-DCFS Chief Information Officer (CIO) providing input on budget preparation and expenditure monitoring.
 

20%       2.            Manages Information Security for DoIT-DCFS:

  • Under direction of the DoIT-DCFS CIO and the DoIT Chief Information Security Officer, manages and implements security controls for DoIT-DCFS IT systems.
  • Manages the information security monitoring/reporting system and incident reporting and tracking system, addressing elevated critical issues, problems, questions, etc., to the DoIT-DCFS CIO and DoIT CISO.
  • Manages and directs staff and/or participates in performing protective or corrective measures when a security incident or vulnerability is discovered.
  • Reviews staff reports regarding security violations, including the accidental or intentional destruction, disclosure, modification, or interruption of information that may cause serious financial and/or information loss and manages implementation of corrective measures.
  • Apprises DoIT-DCFS CIO and DoIT Chief Information Security Officer (CISO) of findings and informs of corrective measures implemented or advises/recommends and oversees the implementation of corrective measures for the most critical/highly complex security violations.
  • Monitors security processes, operations, systems, and/or functions to ensure all are following:
    • Compliance with relevant regulations such as PCI, HIPAA, PII, FISMA
    • Security risk standards such as CISSP, ISC2
    • Control standards such as NIST, ITIL, COBIT, COSO,
  • Manages and guides staff on identified issues, problems, and /or concerns.
  • Maintains awareness of new or modified industry or legislative regulations and standards and keeps staff apprised.

15%       3.            Oversees and manages the Platform Systems Support for DoIT-DCFS:

  • Provides oversight, direction, and guidance to staff maintaining and enhancing several technology platform technologies specific to DoIT-DCFS.
  • Develops DCFS Platform Systems Staffing Plans for review and approval by the DoIT-DCFS CIO.

15%       4.            Serves as a full-line supervisor:
•    Assigns and reviews work. 
•    Provides guidance and training to assigned staff. 
•    Counsels staff regarding work performance. 
•    Reassigns staff to meet day to day operating needs. 
•    Establishes annual goals and objectives. 
•    Approves time off. 
•    Adjusts first level grievances. 
•    Effectively recommends and imposes discipline, up to and including discharge. 
•    Prepares and signs performance evaluations. 
•    Determines and recommends staffing needs. 
•    Monitors provisions of contractual agreements, ensuring all provisions are adhered to and effectively recommends termination or renewal of contracts of consultant contracts.
5%         5.            Speaks on behalf of the DoIT/DCFS Chief Information Officer:
•    Speaks to private, state, and federal agencies regarding DoIT-DCFS IT operational needs, including related procurements and maintenance.
•    Represents the DoIT-DCFS CIO at meetings and conferences, relative to operations standards and policies. 
•    Presents information to others with clarity and precision.

5%         6.            Keeps abreast of new developments in the Information Technology (IT) field:
•    Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on IT products, vendors, techniques, and procedures.
•    Attends demonstrations and exhibitions related to assigned operations.
5%          7.            Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
