The Office of Diversity and Business Enterprise (ODBE) is responsible for the administration of Disadvantaged Business Enterprise (DBE) program in accordance with the mandates and regulations of the FTA and other federal, state, and local government statutes. ODBE ensures managers and staff understand the importance of diversity and ensuring nondiscrimination in the award and administration of Metra contracts.
Reporting to the Director DBE, the Labor Compliance Specialist 2 is responsible for ensuring contractors operate in compliance with state and federal laws when working on agency projects; monitor documentation submitted by prime contractors and subcontractors, including prevailing wages and certified payroll reporting; and conduct site visits.
The primary duties include: Assist with reviewing and monitoring contractor certified payrolls and other required reports to ensure data accuracy and timely submission. Review payment applications; verify prevailing wages; and ensure contractors comply with payroll submissions and prevailing wage payment requirements. Assist with the preparation of wage underpayment documentation and issuance of prepared delinquency notices to contractors of violations and infractions; assist with prevailing wage violation investigations; and request corrective actions. Participate in pre-construction meetings to inform contractors of labor compliance requirements. Conduct work-site visits; interview workers to verify worker classifications; ensure required documents are posted; compare worker provided information to submitted certified payroll reports; record field observations; and investigate discrepancies and other labor related complaints. Promote safe work practices and maintain and foster a safe work environment. Incumbents work under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. Perform other related duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements

Bachelor's degree in business or public administration, accounting or a related field or in lieu of a specified degree, any combination of education and experience may be substituted that equals four (4) years in contract administration, regulatory compliance, or procurement.
In addition to #1, must have three (3) years of experience in regulatory compliance that includes labor laws, certified payroll reporting, contract management, or procurement.
Knowledge of construction trade classifications, prevailing wage requirements, and labor laws, regulations, and practices.
Knowledge of state and federal laws e.g. prevailing wage and contract compliance.
Knowledge of labor practices.
Proficient in Microsoft 365 (Word, Excel, PowerPoint).
Familiar with the use of LCPTracker or similar web-based certified payroll reporting programs.
Strong written and verbal communication and interpersonal skills to effectively relay information to employees, contractors, and vendors.
Strong time management, organization, analytical, and planning skills and detailed oriented.
Ability to build collaborative relationships to analyze and resolve problems.
Ability to work on complex assignments independently and on a team.
Ability to maintain confidentiality and use independent judgment and discretion as to aspects of the job that are confidential in nature.
Must possess and maintain a valid driver's license.
Must be able to operate a vehicle.
Must be willing to travel within Metra's 6-county region.
Must be willing to travel outside of Metra's 6-county region.
