The Health & Safety Specialist will serve as the first line resource to ensure compliance with Local, State and Federal regulations and Phillips 66 Company and site requirements to include but not limited to: OSHA, DOT, NRC, ANSI, NIOSH, and applicable PSM, USCG, ASME, NFPA and EPA regulations and standards, as well as Business Unit Accident Prevention Procedures and Policies, and Code of Conduct Expectations. This position provides technical Health Safety support for routine refining operations, engineering and maintenance staffs, contractors, turnaround personnel, external mutual aid partners and maintains documentation associated with these compliance activities.

Responsibility May Include:

+ SME, Steward and Owner of the Safety Plan for Onsite Companies (S11.30) Policy

+ External Onsite Company SharePoint Site Content and Permissions Management

+ Complete understanding of the P66 Screening Criteria for Contract Companies and ISNetworld (ISN) competency

+ Primary point of contact for ISN related issues; work with procurement regarding requisition approvals

+ Understand and champion the Drug and Alcohol Program requirements for Onsite Companies and maintain a professional relationship with DISA

+ Liaison with the local Safety Council (AASC) and the P66 Corporate Council (HASC) and facilitator of our Onsite Companies’ relationship with both

+ Take part in various audit functions, including Tier 2 Audits, 3 Year HSEMS Audits, and Agency Audits

+ Host, MC, develop content and delegate co-host and guest input and content development for the Monthly Contractor and On-Site Company Safety Forum

+ Participate on the Emergency Response Team as part of the Incident Command Structure, in a Health and Safety Capacity

+ Provide consultation for Wood River Refinery contractor case management structure and participate in Telemedicine response as necessary; steward the telemedicine process and encourage effective Contractor First Aid organization, administration, and inventory management

+ Manage document retention to assist with the OCIP and Workers’ Compensation processes including Legal Hold cases

+ Site regulatory SME for multiple facets of DOT; PHMSA, FMCSA, Hazardous Materials and FRA.

+ Liaison with Corporate representation for specific DOT programs and facilitator of reviews and integration with business unit representatives involved in these programs

+ Oversee the badging process and contractor representatives responsible as it pertains to contractor authorization and entry criteria

+ Determine badge classifications for workers / companies at Wood River Refinery based on work scope and S11.30

+ Assume H&S Team Lead Delegation of Responsibilities when requested

+ Perform robust onboarding for new / existing on-site companies in conjunction with P66 Sponsors and key onsite company personnel to ensure efficient and effective communication of WRR site requirements, pre-badging / post-badging expectations and injury/incident response processes

+ Integrate with Turnaround HSE Specialist to collaborate, sponsor and properly admit large amounts of TA contractors in a concentrated amount of time

+ Maintain company sponsorship assignments and set expectations for initial and ongoing contractor management and reviews

+ Participate in contractor KPI meetings as requested

+ Chair, expect high level of performance, and encourage constant improvement of the Contractor Steering Team members, host monthly meetings

+ Primary point of contact for contractor and on-site company site HSE Leadership

+ Willingness to respond to priority requests and incidents involving contract company access and existing contract companies on site outside of normal business hours

+ Create company names in Lenel security software upon successful completion of company onboarding or communicate to security to ensure company is created in Lenel Badging software and works with ECM

+ Enforce and communicate P66’s HSE Criteria to Contract Companies, with the ideology that Wood River Refinery will use only Contract Companies that meet the criteria or have a Risk Mitigation Plan in place

+ Provide input and oversight in those cases where contractors require risk mitigation plans to proceed with access, so a consistent approach is maintained across the Wood River Refinery site

+ Work with P66 Sponsors to gather approval signatures and ensure compliance with additional corporate review requirements

+ Host annual Sponsor Workshop to provide sponsors with status on the program onsite and communicate necessary changes / modifications to site requirements

+ Participate in the development and review of the different levels of WRR Site Specific Orientation which also involves corporate content and any modifications made

+ Liaison for 3rd party Access Agreement work on Wood River Refinery property

+ Host pre-work meeting and notify key internal stakeholders to ensure site access, safe work practices are in place, right-of-way agreements are valid, along with any other items that may be presented with this type of activity

+ Work with Procurement and Security to maintain the Onsite Company List so it can be used as communication tool to the site on approved companies and their corresponding badge level

+ Support Refinery Turnaround / Outage activity, including increased auditing and communication needs related to Onsite Companies. This may require work outside of the standard work schedule – possibly including nights and weekends

+ Promote safe work practices and lead by example as part of the Wood River Refinery HSE Department

+ Represent Wood River Refinery by participating in the Phillips 66 Corporate Contractor Safety Network and maintain a high level of engagement and communication

+ Monitor the Sphera System and follow-up as needed to ensure employee and contractor injuries are accurately recorded and documented

+ Update the H&S Scorecard injury data monthly by the 10th of the following month and maintain the injury/illness tracking spreadsheet

+ Attend quarterly OCIP meetings scheduled by P66 Legal, and follow-up as requested

+ Build out and maintain the Contractor First Aid (CFA) tracking spreadsheet to ensure information contained is accurate for treatment rendered at CFA and act as SME for injury case management for P66 ERSs

Required Qualifications:

+ Must be eligible to work in the United States on a regular, full-time basis

+ Possess a valid driver’s license

+ Willing and able to obtain a Transportation Worker Identification Credential (TWIC)

+ Bachelor’s Degree or higher in Health & Safety, Fire Science or Protection, Compliance, or a Regulatory related field

+ 5 or more years of Experience in Oil and Gas industry

+ 5 or more years of experience working in industrial health & safety

+ Willing and able to join either the fire crew/team or the hazmat crew/team at the Wood River Refinery

+ Must be willing and able, with or without reasonable accommodation, to comply with the following:

+ Travel up to 5% of the time

+ Occasional on-call duties

+ Work extended hours, which may include evenings, weekends, and holidays

+ Transport articles up to 50 pounds

+ Work safely near large, hot, high-speed machines

+ Climb ladders and stairs up to 200 feet in height

+ Work around chemicals, including acids and bases.

+ Work around hydrocarbons under high pressure and heat

+ Work outside in harsh weather conditions

+ Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear, and eye protection)

+ Maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)
