Responsibilities The primary purpose of this position is: To serve as Department of Defense and command headquarters expert as a commercial aviation operations analyst, applying Air Force military or commercial rated pilot experience and civilian airline knowledge/experience to inspect/analyze all preparations aspects of commercial passenger and cargo air carriers providing or attempting to provide air transportation to the Department of Defense (DoD). Serves and the primary expert and point of contact for Aviation Safety related issues. Applies extensive Air Force, military, or commercial pilot experience in conducting evaluations of commercial air carrier operations of major, national, regional, commuter, and on-demand airlines that utilize turbine, turboprop, and reciprocating fixed and rotary wing aircraft, both domestic and foreign, against DoD Commercial Air Transportation Quality and Safety Requirements for commercial air carriers as outlined in 32 CFR 861, Federal Aviation Regulations, and industry standards. Serves as a senior command staff action officer, representing the organization as an aviation technical expert providing flight operations issue assessments to the DOD Commercial Airlift Review Board (CARB). Serves as a senior command staff action officer, representing the organization as an expert technical source of aviation opinion on flight operations issues to the domestic and international regulating and governing authorities, aviation safety bodies, and groups assembled to research and resolve aviation deficiencies, and promote aviation safety improvements. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to commercial air carrier flight operations, standards, procedures, training and policies to assess, analyze, and evaluate flight operations to include all areas of a commercial air carrier’s operations department including FAA enforcement actions (violations), accidents, incidents, fleet composition, crew hiring, training, captain upgrade, scheduling, in-flight performance, flight records, operational control, charter procedures, safety program, and security. Knowledge of the operation of turbine, turboprop, and reciprocating powered fixed- and rotary-wing aircraft, twin engine aircraft, and especially heavy multi-engine airplanes flying to and from a wide variety of domestic and foreign points. Extensive experience (minimum as an instructor or evaluator pilot) and advanced skill in the application of Air Force rated aviator (e.g. pilot) expertise. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of transportation policies, principles, and practices, or mastery knowledge of a specialized function or support service of transportation. Mastery knowledge of aircraft flight regulations, laws, directives, standards, policies, procedures, safety and training methods to observe, evaluate, and assess flight operations crew and personnel, processes, and programs as required by 32 CFR Part 861, Department of Defense Commercial Air Transportation Quality and Safety Review Program. Mastery knowledge of commercial aviation flight programs, plus the qualitative and quantitative techniques required for analyzing and assessing the effectiveness, efficiency, productivity, and results of these administrative and technical programs. Knowledge of the National Transportation Safety Board, International Air Transportation Association (IATA), IATA Operational Safety Audit (IOSA), and ICAO Annex 13 responsibilities, practices, requirements, procedures and policies, as applicable to commercial air transportation. Demonstrated skill in conducting detailed inspections and studies, analyzing findings, developing recommendations on substantive air transportation programs, and communicating clearly, concisely, and with technical accuracy, both orally and in writing, with senior military/government leadership to the general/flag officer and senior executive service levels, and commercial air industry leadership at the chief executive officer/president/senior vice president levels utilizing highly effective interpersonal skills and a general working knowledge of personal computers, automated systems and software programs. Extensive experience (minimum as an instructor or evaluator pilot) and advanced skill in the application of Air Force rated aviator (e.g. pilot) expertise as it applies to the assigned program or to the assigned area. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
