Job Description

Software Engineer III for BlueCross BlueShield Association to understand business requirements and correlate potential technology solutions that drive the analysis and design of quality technical solutions in alignment with business and IT strategies and comply with the organization's architectural standards, leveraging UNIX Shell scripting and Metadata Hub as well as ETL application development and architecture using Ab Initio; provide software expertise in the full systems life cycle and may be responsible for all or part of designing, developing, testing, implementing and supporting applications software that is delivered on time, within approved budget and in line with business objectives; recommend new software or reuse of existing software, including application development and deployment in AWS Cloud, using AWS Services (Lambda, Glue, and S3); assist/participate in component and data architecture design, performance engineering, product evaluation and buy vs. build recommendations; convert business requirements into activities and artifacts that meet business requirements using DB2 and Python programming; provide both order-of magnitude and detailed estimates for software development activities and artifacts; develop and refine estimating models based on previous project actuals and trends to improve accuracy of estimates; document software practices, including producing and managing formal artifacts as well as writing clean, readable, and standards-compliant code and unit tests; understand user issues and identify and drive to resolution, communicating continuously and clearly; provide clear direction, coaching, and support to staff; develop code artifacts, including modules, classes, methods, scripts, etc., along with corresponding unit test artifacts; support and interact throughout BCBSA with frequent participation in cross-functional teams; provide software services for Blue Plans, Inter-Plan Programs, and other BCBSA staff and represents BCBSA and Plans on committees; apply thorough understanding of technical concepts required for specialized field in the healthcare domain; and supervise individuals or small teams, typically on a project basis. Requires: Bachelor's degree in information technology, computer science or related field (willing to accept foreign education equivalent) plus seven (7) years of experience in  information technology systems development and programming. Specific skills/other requirements - Must also possess the following (quantitative experience requirements not applicable to this section): DB2; application development and deployment in AWS Cloud, using AWS Services (Lambda, Glue, and S3); healthcare domain; Python programming; Metadata Hub and ETL application development and architecture using Ab Initio; Ab Initio tools (BRE, Control Center, QueryIT, and ExpressIT); and UNIX Shell Scripting. This position is a work-from-home position that may be performed in one of the following states: IL, DC, VA, MD, WI, IN, FL, NC, PA, AL, AZ, AR, CO, DE, GA, ID, IA, LA, ME, MIN, MN, MO, NE, NH, OH, OR, SC, TN, TX, and WV.
