Summary This position is located within the Department of the Interior (DOI), Office of Surface Mining Reclamation and Enforcement (OSMRE), Technical Support Division (TSD), Technical Services Branch (TSB), Alton, IL. Responsibilities At the full performance level (GS-12) the major duties of this position include but are not limited to the following: 1. Serves as a contributing member of the region’s Federal/Indian Lands Team in the development of Mine Plan Decision Documents (MPDD). 2. Performs oversight and enforcement studies or investigations that may involve analyses of large and complex problems related to mining and reclamation operations. 3. Develops and coordinates natural resources management programs and policies for OSMRE. 4. Networks with individuals at OSMRE, States, other Federal agencies, universities, and mining companies to exchange or promote information on advanced or best mining and reclamation practices. 5. Works with the OSMRE’s National Technical Training Program (NTTP) and Technical Innovation and Professional Services (TIPS) training programs within area of expertise. Salary Range Information: GS-09: $-$79,830 per annum First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. Relocation expenses are NOT authorized. Requirements Conditions of Employment Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience - Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. -AND (2) Specialized Experience: A. Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Collecting and assembling surface/ground water data; 2) evaluating compliance to the Surface Mining Control and Reclamation Act (SMCRA) or other environmental policy; and 3) working in a team setting to develop recommendations to environmental issues. OR B. Education: 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree OR C. Combination of education and experience: Combined experience and education as listed above, in which totals 100% of the requirement. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
