Job Description

Summary The primary purpose of this position is to serve as the Chief of Installation Law, Office of the Staff Judge Advocate. The attorney serves as Subject Matter Expert (SME) and provides guidance to the AMC Commander, AMC Deputy Commander, key senior staff, and subordinate legal offices on the wide range of highly specialized legal issues involving fiscal law, operational law, aviation law, administrative law, military justice, and ethics. Responsibilities Principal to the Staff Judge Advocate’s Command Installation Law program. Reviews, plans, organizes, and oversees the activities directly related to installation law activities of the HQ AMC/JA. Sets the legal parameters for and offers advice and guidance on all activities in which AMC and its assets participate in involving Total Force Initiatives (TFII), Base Relocation and Alignment Commission (BRAC), and Military Housing Privatization Initiatives (MHPI). Principle to the Staff Judge Advocate Ethics program. Carries out responsibilities in matters pertaining to ethics and related areas, including the Joint Ethics Regulation, general officer and spouse travel, gifts to the Air Force, post government employment, legislation, and other related areas. Independently determines and outlines factual and legal issues and makes recommendations to the Staff Judge Advocate, AMC/CC, AMC/CD, AMC Directors, AMC Special Staff, and other AMC staff members on matters involving the application of the Joint Ethics Regulation, co-sponsorship agreements with non-federal entities, and gift acceptance. Manages the Staff Judge Advocate Financial Disclosure program to ensure the command in compliance with applicable financial disclosure requirements. Critically reviews financial disclosure reports (SF 278 and OGE 450) for compliance with all applicable ethics laws and regulations and identify potential conflict of interest or impartiality concerns. Represents AMC with a variety of installation, headquarters, and functional area organizations on issues related to the functional areas assigned. Attends meetings with senior level officials from HQ AMC, HQ USAF, DoD, other governmental agencies, and non-governmental agencies on matters relating to AMC. Provide legal representation of the Command Battle Staff (CBS). Assists the Staff Judge Advocate’s Command Adverse Actions program. Reviews adverse actions involving active-duty personnel which require action by the Air Mobility Commander, the Air Mobility Deputy Commander or the Air Mobility Command Staff. Requirements Conditions of Employment Qualifications GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of “active” status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position’s duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of rules, procedures, policies, and programs of a MAJCOM-level legal office necessary to perform the procedural and administrative work of the HQ AMC Office of the Staff Judge Advocate. Includes preparing and editing legal documents and administrative correspondence, maintaining files and records, assembling information for various legal documents and reports. 2. Knowledge of theories, principles, and techniques of legal research, familiarity with general legal resource materials including those from electronic and Internet media, and proficiency in the use of such knowledge. 3. Knowledge of ethics law, fiscal law, administrative law, Air Force Instructions relating to separation and retirement, and federal case law relating to military separations. 4. Skill in analyzing and applying the law and relevant international standards to specific military situations. Producing legal reviews which are supported by statute, case law, and appropriate policy and regulations. 5. Skill and ability to interpret and apply statutory, regulatory, and procedural requirements to unusually difficult and complicated issues. In addition, ability to interpret and apply historical and current case law reflecting the judicial philosophy used in the interpretation and application of the law to a given set of facts and circumstances that may be highly complex and/or a case of first impression in the emerging field of mobility, personnel, ethics, installation, or fiscal law. 6. Ability to furnish legal advice on questions related to interpretation of federal and state statutes, judicial decisions, Air Force policy directives and instructions, DoD Directives, delegations of authority, and the history and procedures implementing Air Force policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
