Job Description

Job Responsibilities

1. Serves as Human Resources and Background Check Coordinator

• Performs professional human resources duties, particularly in the areas of background check administration and transactions/structured interviews

• Serves as a professional resource, applying extensive knowledge and expertise with background check processes, procedures, and personnel systems to answer questions, resolve conflicts, and research information as requested by the Transactions Supervisor

• Provides technical information regarding background check information, structured interview processes, and other human resources issues

• Monitors to ensure coordination between the agency and CMS to allow for timely appointments, promotions, and transfers and to ensure compliance with agency and CMS procedures

• Responds to requests regarding background checks and makes routine nexus decisions on behalf of the Department

• Serves as liaison to other agencies for performance evaluations of candidates and to resolve outstanding issues relative to background checks on candidates currently employed by the other agency

• Drives or travels to various locations in the performance of duties, as directed

2. Develops and maintains contact with the Illinois State Police, National Clearinghouse, and other appropriate entities throughout the background search process

• Develops and implements processes and systems for tracking background check requests to ensure timeliness and efficacy of the process and the provision of resulting information to Transactions staff seeking to finalize hiring sequences

• Provides reports regarding the status of requests

3. Schedules or coordinates the scheduling of interviews of qualified applicants

• Orders eligible lists

• Tracks vacancies and job availability

• Facilitates and conducts interviews as requested

• Initiates hiring sequences and prepares postings

• Monitors interviews to ensure adherence of all panelists and candidates with applicable laws, rules, processes, and procedures.

4. In coordination with collective bargaining agreements and the Payroll Unit, answers technical and general inquiries from employees regarding various rules, processes, and procedures

• Coordinates and applies requirements of various employee programs

• Explains rules and policies and monitors to ensure compliance

5. Reviews documents and information to ensure that transactions and position descriptions correspond for assigned postings, working with Classification Unit to reconcile and resolve any discrepancies

6. On a rotating basis, answers phones and opens, date stamps, and distributes mail for the unit in the absence of receptionist staff

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.
2. Requires one year of professional experience, preferably in human resources.

2. Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license.
