Job Description

Major Duties and Responsibilities


  • Serves as a member of the IBHE leadership team, providing direct oversight and management of the Fiscal Operations Unit

  • Responsible for all IBHE’s fiscal operations, including but not limited to accounting, financial reporting/GAAP, audits, procurement/purchasing/asset control, contracting, payroll/benefits, grants administration and accountability, and agency budgeting

  • Leads and develops a staff team, overseeing their work, professional development, and success

  • Serves as a confidential advisor to the Executive Director and other members of IBHE leadership regarding all fiscal-related matters, policies, and procedures and impact to IBHE

  • Performs extremely detailed and confidential financial analysis for inter- and intra-agency contacts; Provides in-depth analysis and partners with the Governor’s Office of Management and Budget and General Assembly regarding agency budget, financial, and policy-related issues

  • Develops and conducts complex financial reports; presents to the Boad of Higher Education when required

  • Develops and implements statewide policies and procedures for the Fiscal Operations unit

  • Contributes to the Agency’s leadership team, including helping achieve the agency’s strategic goals; helps provide leadership to the organization, assisting with annual planning, budgeting, and goal setting, and contributing to a collaborative team culture

  • Other duties as assigned, within scope of position
Education Requirements

Required: Master’s degree* in business or public administration, finance, accounting, or related field from an accredited Institution

* Three additional years of experience may be substituted for a Master’s degree

Preferred: CPA designation

    Experience Requirements

    Required: Five+ years’ or more of related experience, Knowledge of State of Illinois budgeting, appropriations, and accounting practices

    Preferred: Two+ years’ of supervision of professional staff
