Job Description

35% Under general supervision of the Chief Learning Officer, serves as the Leadership Development Program Manager for the Department of Innovation and Technology (DoIT), including the DoIT legacy agencies statewide:

  • Plans, develops, implements, updates, and maintains program objectives, policies, and procedures for the agency wide DoIT Leadership Development Program, and the legacy DoIT agencies statewide, which includes emerging, front-line, middle, senior, Chief Information Officers (CIO), Group Chief Information Officers (GCIO) leadership levels.
  • Exercises authority to broadly effect the Department's Leadership Development goals and/or means of achieving those goals.
  • Designs, develops, and implements orientation and development training and related curricula specifically related to leadership development.
  • Coach’s agency leaders on the essential behavioral competencies needed to effectively facilitate learning and on how to apply knowledge in the modern workplace in support of organizational goals.
  • Develops instructional outlines for specific segments of training presentations.
  • Delivers and presents training programs for managerial and supervisory staff, outlining the elements of state employment contracts collaborating with various sections of DoIT Labor Relations and DoIT Human Resources staff to cover contract inclusions, applications, treatments, and effects.
  • Conducts classroom, live webinar, and virtual on-demand training in various job knowledges and skills to enhance leadership performance of staff.
  • Utilizes technology to lead video conferencing training sessions for seminars, lectures, and team exercises.
  • Spearheads the development of innovative leadership training programs, incorporating cutting-edge methodologies and technologies to enhance learning outcomes.

 

20% Prepares training aids and written materials for instruction programs:

  • Prepares and updates training materials and certificates for classroom, on-demand, and/or live virtual trainings.
  • Researches and evaluates current labor relations management development methods, techniques and current literature.
  • Collaborates with all relevant sections of DoIT to prepare training aids, to research, and to evaluate current training and/or staff training needs.
  • Assesses, designs, develops, implements, and evaluates training programs and related curriculum.
  • Researches, develops, and edits lectures, audio-visuals, and written materials necessary to conduct formal classroom, live virtual, and/or e-learning training courses.
  • Obtains, reviews, accesses, modifies, and revises materials to be used in training programs.
  • Utilizes Microsoft Office PowerPoint, Excel, Word and SharePoint in performance of duties.

 

10% Conducts workshop registration, maintains attendance records, and distributes training materials and information.

  • Utilizes employee transcripts within the Learning Management System (LMS) to enter attendance data.
  • In collaboration with the LMS Administrator schedules groups and individuals into courses.
  • Develops, maintains, and disseminates records, reports, and certificates regarding training for purposes of providing verification of training completion.
  • Investigates employee transcripts for course completion upon request from agencies.

10% Reviews and analyzes course and program evaluations and reporting:

  • Conducts training gap analyses
  • Conducts training evaluation for individual training courses and updates courses annually.
  • Plans, develops, and organizes quality control with the implementation and management of quality enhancement projects.
  • Analyzes training evaluations and provide training recommendations based on evaluations.
  • Creates training/development plans based on agency needs.

 

10% Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

 

5% Liaises with state and local public jurisdiction officials and employees regarding instruction programs, times, registration requirements, descriptive course content, and other related information.

 

5% Attends seminars, conferences, and training events provided by industry leaders to remain current on new leadership development methods, tools, and ideologies.

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
