JOB SUMMARY NON-UNION
The Certified Wound & Ostomy Nurse Manager oversees all aspects of wound and ostomy patient care at Cook County Health (CCH). Responsibilities include clinical and personnel management, patient care, budgeting and quality care for patients with actual, anticipated or potential wound or ostomy. Manages all nursing services for this specified patient population.
This position is exempt from Career Service under the CCH Personnel Rules.
General Administrative Responsibilities
Collective Bargaining
*Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
*Participate in collective bargaining negotiations, caucus discussions and working meeting
Discipline
*Document, recommend and effectuate discipline at all levels
*Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
*Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
*Direct and effectuate CCH management policies practices
*Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
*Contribute to the management of CCH staff and CCH systemic development and success
*Discuss and develop CCH system policy and procedure
*Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary, hire. transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
*Work with Labor Relations to discern past practice when necessary
Typical Duties
*Collaborates with Nursing and Physician Leadership to develop nursing care standards ensuring patient care is delivered within CCH in a way that meets established service standards, regulatory and professional standards of care.
*Develops and implements an effective operating plan for the delivery of nursing care for this designated patient population. The requirements for delivery of care calls for extreme attention and responsiveness in all areas of patient care including patient assessment, care planning, optimization and implementation of care strategies and evaluation of care.
*Identifies opportunities for process improvement and initiates improvement efforts within the health system to increase and exceed performance measures.
*Conducts patient observations, reviews verbal reports and written documentation, and establishes immediate and long-term corrective action plans. Areas of performance include compliance with standards of care, reduction/elimination of harm, budget adherence and building of wound and ostomy patient care services and clinical excellence.
*Develops wound and ostomy nurse staffing schedules to ensure adequate daily coverage in accordance with staffing needs.
*Provides guidance to staff regarding optimal patient care and clinical outcomes.
*Holds primary responsibility for hiring, training, and disciplinary actions of wound and ostomy nursing staff.
*Partners with nursing team to proactively assess the quality of patient care delivered by nursing staff and to evaluate overall effectiveness in meeting performance goals.
*Drives employee performance by setting clear performance expectations for nursing staff and providing necessary information and tools to achieve desired performance.
*Identifies staff development needs and works with Nursing Professional Development to provide nurses with continuous education and opportunity for growth and development.
*Ensures all nursing staff meets required licensure requirements.
*Ensures nursing staff follows accurate and complete documentation expectations at all times.
*Completes required quality assessment and performance improvement reports.
*Maintains a safe, culturally sensitive, and caring patient environment that is reflective of CCH standards and patient and family expectations.
*Demonstrates and promotes awareness of patient care rights; serves as patient advocate.
*Coordinates efforts with ancillary health services to ensure continuity of patient care and positive communication with all hospital staff.
