About the Position: This position is located at the Joint Manufacturing and Technology Center (JMTC). Responsibilities Conduct planning/estimating for the installation, alteration, modification, retrofit, maintenance and repair of industrial plant equipment, such as standard and Numerically Controlled machine tools, and other fixed/semi-fixed production machinery. Prepares work orders, schedules, total man-hour requirements and labor costs of mechanics and other trades required to assist in the maintenance work of the Production Machinery Mechanics. Initiate procurement of supplies and material required for jobs, recommend source of supply and ensures availability of tools, materials, equipment and manpower. Reviews man-hour and materials costs, compares with estimated costs, justified deviations and verified cost base. Consults and provides technical advice and recommends changes to resolve problems, relating to craftsmanship, material and equipment. Requirements Conditions of Employment Qualifications Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Minimum Qualifications (Screen Out Element): Ability to provide production support services as a Planner/Estimator (Production Machine Mechanic) without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normally includes assisting in the planning and/or estimating for the installation, alteration, extension, modification, retrofit, maintenance and repair of industrial plant equipment; installing and repairing complex equipment and machinery; troubleshooting to determine extent of repairs, parts needed, and time required to make repairs; interpreting technical manuals, factory specifications, and blueprints for completion of tasks. – Failure to meet this Screen Out Element will result in an ineligible rating Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading) Ability to Provide Production Support Services Ability to Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation, and Repair, etc. Knowledge of Materials Technical Practices (Theoretical, Precise, Artistic) Troubleshooting PHYSICAL EFFORT: Frequently handle objects weighing up to 20kilograms (45 pounds) and occasionally carry objects weighing 20 kilograms (45 pounds) and over for considerable distances. They are required to push, pull, reach, walk, stand, crawl, kneel, bend, and work in cramped positions over and under machinery, of all types for sustained periods of time .WORKING CONDITIONS: Perform work inside areas that are adequately lighted, ventilated, and heated. Floor and deck surfaces are sometimes uneven, oily, and slippery. They are frequently exposed to moving objects and sharp edges with the possibility of cuts and bruises, and to noise and vibration from machines. Occasionally work is performed from ladders and stagings exposing the repairers to the possibility of serious injury from slipping and falling, flirt, grease, and dampness are frequently encountered. Various protective devices such as hard hats, gloves, safety shoes, and glasses are used.
