Job Description

35% Under general supervision of the Chief Learning Officer (CLO), serves as the Organizational Learning and Employee Development Program Manager for the Department of Innovation and Technology (DoIT), performing a full range of responsibilities to help drive professional development and engagement:

  • Develops, plans, implements, updates, and maintains objectives, policies, and procedures for the agency-wide Organizational Learning and Employee Development Program, which includes all DoIT legacy agencies statewide.
  • Directs and manages program staff engaged in coordinating and implementing functions and activities for New Hire and Orientation Development, and Employee Development.
  • Spearheads the development of innovative employee training programs, incorporating cutting-edge methodologies and technologies to enhance learning outcomes specific to but not limited to IT Trainee and Intern training, new hire development, employee development, career paths, skill development, facilitation, etc., with the goal of building and implementing programs and initiatives that advance the organization’s culture and enhance the overall employee experience.
  • Strategizes a plan to support organizational and employee performance goals.
  • Exercises authority to broadly effect the Department's organizational learning and employee development goals and/or means of achieving those goals.
  • Collaborates with business leadership to facilitate annual engagement survey efforts including data collection, communication of results, and action planning for measured improvement.
  • Develops training program budget and submits to CLO for review and approval.
  • Monitors and manages approved training program budget.
  • Prepares detailed reports regarding current program deliverables, identified training gaps, and future state strategic talent development initiatives to align with business requirements, etc.

 

20% Creates and presents the Organizational Learning and Employee Development training for DoIT:

  • Evaluates current training and development offerings and assesses needs by level, in conjunction with career paths and the organization’s job level competencies.
  • Develops, delivers, and evaluates training programs and curricula to ensure the skills and performance of employees meet the organization’s requirements.
  • Prepares and updates training materials and certificates for classroom, on-demand, and/or live virtual trainings.
  • Researches, develops, and edits lectures, and written materials necessary to conduct formal classroom, live virtual, and/or e-learning training courses.
  • Obtains, reviews, accesses, modifies, and revises materials to be used in training programs.
  • Collaborates in the preparation of training aids as they relate to instructional delivery of current training curriculums to meet organizational and staff training needs.
  • Conducts classroom, live webinar, and virtual on-demand training in various job knowledges and skills to enhance organizational and employee performance.
  • Utilizes technology to lead video conferencing training sessions for seminars, lectures, and team exercises.
  • Performs quality assurance on program training materials to ensure concepts are properly developed and delivered.
  • Utilizes Microsoft Office PowerPoint, Excel, and Word or equivalent in performance of duties.
  • Utilizes SharePoint in performance of duties.

15% Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

 

10% Conducts workshop registration, maintains attendance records, and distributes training materials and information:

  • Utilizes employee transcripts within the Learning Management System (LMS) to enter attendance data.
  • In collaboration with the LMS Administrator schedules groups and individuals into courses.
  • Develops, maintains, and disseminates records, reports, and certificates regarding training for purposes of providing verification of training completion.
  • Investigates employee transcripts for course completion upon request from agencies

 

5% Reviews and analyzes course and program evaluations, reporting, and conducts training gap analyses:

  • Conducts training evaluation for individual training courses and updates courses annually.
  • Ensures required training is completed and aligned with organizational and employee goals.
  • Plans, develops, and organizes quality control with the implementation and management of quality enhancement projects.
  • Analyzes training evaluations and provides training recommendations based on evaluations.
  • Creates training/development plans based on agency needs.

 

5% Liaisons with state and local public jurisdiction officials and employees regarding instruction programs, times, registration requirements, descriptive course content, and other related information

 

5% Keeps abreast of new developments in the employee development and learning field:

  • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on products, vendors, techniques and procedures.
  • Attends demonstrations and exhibitions related to assigned operations.

 

5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
