The Office of Strategic Initiatives is seeking a highly motivated individual to serve as the Senior Evaluator of IDPH's Public Health Infrastructure Program "Strengthening Illinois's Public Health Administration (SIPA)." This role will be responsible for overseeing all aspects of evaluating the success of the program. The Senior Evaluator will be tasked with determining whether it is effective, identifying areas of improvement, and making recommendations for future modifications. The position will assist IDPH in evaluating efforts to build a more efficient, flexible, and strong public health infrastructure, advance health equity, increase the public health workforce, and strengthen public health foundational capabilities. This is a part-time 20 hour a week remote position.

DUTIES AND RESPONSIBILITIES

Prepares evaluation reports of evidence-based findings, lessons learned, challenges and action items to support decision-making and planning.
Prepares comprehensive written reports, presentations and charts based on research, collection and analysis of data.
Facilitates progress reporting, use of key performance measures, Targeted Evaluation Plan (TEP) activities, reporting requirements and tools for local health departments (LHDs), collaboration with partners on program evaluation, and participation in relevant assessments.
Oversees reporting on performance measures, gathers information from staff, and assists in determining data collection methods.
Interprets and develops performance data reporting requirements and tools for local health departments (LHDs), including SIPA programs. Approves reporting metrics in relevant systems.
Prepares performance measures data for Progress Reports, including milestone updates; advises on reporting and tracking success measures; leads meetings, updates reports, and revises final text.
Executes Targeted Evaluation Plan (TEP) and reporting; assists with TEP updates, including evaluation criteria, timeline, outcomes, types, key questions, and other information.
Provides updates on the Data Management Plan (DMP) in various formats.
Supports additional evaluation, including monitoring, analysis, data use, and targeted projects or initiatives that support grant implementation or develop evidence related to public health infrastructure investments.
QUALIFICATIONS

Required:

Master's degree in public health, behavioral health, or a clinical degree.
Five years or more years of experience of public health experience including program design, evaluation, and implementation.
Three years of experience serving as an evaluator on public health programs
Preferred:

Experience with serving as an evaluator on Centers for Disease Control and Prevention programs.
Experience collecting and conducting comprehensive analysis of both qualitative and quantitative data and/or information on unit performance in the study and preparing high quality, professional summary reports, documents and presentations that details the evaluation questions, design, results, discussion, and outcomes of the study.
Experience designing, modifying, and delivering formal and informal technical assistance to ensure data quality, including the use of various forms of computer-based and communication technologies, training curricula and presentation materials.
Experience identifying, developing and/or designing a preliminary evaluation design, evaluation instruments, data collection plan, data dictionary, data analysis plan, questions... For full info follow application link.
