Responsibilities The primary purpose of this position is to serve as a command headquarters level senior air transportation/mobility operations specialist as a POC and HQs AMC/A3 Capabilities Based Planning (CBP) expert, applying Agency military rated aviator experience. Duties: Applying Agency military rated aviator experience, serves as a senior command technical expert and focal point for air transportation/mobility operations policies, operations, plans, requirements, and capability based planning issues. Serves as the AMC/A3 command lead and POC for Capabilities Based Planning (CBP). Develops, formulates, and implements new or revised air policies, procedures, directives, guidelines, and/or plans and managed programs. Leads or participates as a command air transportation/mobility operations technical expert in interagency groups to resolve problems regarding CBP and the associated issues. Focuses the command’s direction and emphasis to include air operational flight and mission, air mobilization, readiness, air operations planning, exercises, special air operations, wartime and peacetime contingencies, short and long range air transportation/mobility operations strategies, tactical and strategic airlift, air refueling, flight simulation, aircrew requirements, training, command, and control, etc. Keeps important CBP and CRRA issues on the agenda until resolved. Performs substantial, extensive, in-depth analyses of air transportation/mobility operations problems, methods, procedures, and techniques of command transportation/mobility operations programs and the potential impact on strategic air assets. As one of the command’s expert air transportation/mobility operations project officers, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range air operational strategy concepts and plans. Prepares long-range (5 year) and short-range capability planning guidance in accordance with broad agency program policies and objectives. Identifies short-term and long-term capabilities. Represents the command at meetings. Develops and presents briefings on the command’s position. Hosts conferences on CBP and CRRA issues. Develops agenda items for meetings, working groups, conferences, and symposiums. Establishes command positions relative to air concepts in wartime and peacetime roles. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; and mastery knowledge of Agency transportation/mobility operations policies, concepts, principles, and methodologies applicable to air transportation/mobility operations under peacetime and wartime conditions; and knowledge of and skill in the applications of Agency rated aviator (e.g., pilot, navigator) expertise as it applies to the assigned air transportation/mobility operations area. Knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the applications of Agency rated aviator (e.g., pilot, navigator) expertise as it applies to the assigned air transportation/mobility operations area. Knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces. Knowledge of Department of Defense CBP processes with emphasis on capability based planning policies, and initiatives. Knowledge of Air Force and DOD air transportation/mobility operations policies, procedures, data systems, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events. Knowledge of the relationship of the various command entities involved in air planning and execution of military operations. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the transportation/mobility feasibility process. Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize and lead others in air transportation/mobility operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. Mastery knowledge of Agency transportation/mobility operations policies, concepts, principles, and methodologies applicable to air transportation/mobility operations under peacetime and wartime conditions. Knowledge of AMC weapon systems, aircrew requirements, equipment, and training. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
