IHR Service Center

Job Summary
Supports the Illinois Human Resources (IHR) Service Center, with an emphasis on the background check area by communicating background and misconduct check completions, contacting candidates and external employers for information requests, and general email communication.

Duties & Responsibilities
  • Intake of background check requests related to Faith's Law and the Adam Walsh Act.
  • Provide background and misconduct check paperwork, and instructions to candidate.
  • Review misconduct check paperwork for accuracy, communicating with external employers, as applicable.
  • Review and submission of CANTS forms.
  • Act as liaison between units and fingerprint vendor should there be a need to schedule the fingerprint vendor to be onsite.
  • Send background and misconduct check completion emails.
  • Maintain organization of shared inboxes.
  • Review retiree rehire requests, seeking additional documentation when needed.
  • Forward requests for final approval once appropriate documentation is in the request.
  • Review audit report, investigating cases with missing information.
  • Maintain organization of shared inbox.
  • Review background checks that cannot be adjudicated.
  • Prepare letters, reports, and summary of rights for candidates under the Fair Credit Reporting Act (FCRA) and Illinois Human Rights Act.
  • Communicate with candidates to gather information for committee review.
  • Compile and present cases in need of review to HRARC committee.
  • Prepare letters and communicate results with candidates.
  • Review and research conditional hire requests from units.
  • Review and process batch background check requests from units.
  • Review and process Protection of Minors event background check requests from units.
  • Communicate with the EEO Office regarding misconduct checks, as applicable.
  • Other duties as assigned.
Minimum Qualifications
  • High school diploma or equivalent.
  • Any one or any combination totaling three (3) years (36 months) from the following categories:
    • Course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
      • 30 semester hours equals one (1) year (12 months)
      • Associate's Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
    • Progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.
Knowledge, Skills and Abilities
  • Knowledge of standard principles and procedures used in human resource and ability to apply those used in complex technical operations in human resource.
  • Knowledge of federal and state laws, rules, and/or regulations related to public human resource administration; ability to learn those of the employing institution.
  • Knowledge of basic arithmetic, algebra, statistics, and their applications.
  • Skill in organizing, analyzing, and interpreting data.
  • Skill in working with managers, staff, and the public.
  • Skill in writing and editing reports and other materials.
  • Skill in verbal and written communication.
  • Ability to work with frequent distractions.
  • Ability to work with electronic data processing hardware and software.
  • Ability to direct the work of others.
  • Ability to understand and interpret written procedures and guidelines.
  • Ability to understand computerized information systems and related reports.
  • Ability to assist in the formulation/revision of human resource policies and procedures.
Appointment Information

This is a 100% full-time Civil Service 2136 - Human Resource Officer position, appointed on a 12-month basis. The expected start date is as soon as possible after 7/2/2024. Salary starts at $50,000 annually, and is commensurate with experience. Hybrid work options are available. THIS POSITION IS NOT ELIGIBLE FOR SPONSORSHIP.
