Job Description
40% Subject to management approval, serves as the GenTax Processing Tech Lead for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Revenue (IDoR):
- Serves as a staff assistant to the Data Gateway/GenTax/GenTax Registration and Correspondence Manager.
- Provides advanced technical assistance, advice, and guidance in the highly complex program aspects of the GenTax Integrated Tax System.
- Plans, directs, and conducts extensive technical research and progressive systems analysis studies of application development projects for the GenTax system having major impact on the implementation of new data sources, new versions of the GenTax system, the implementation of annual year-end changes, changes in filing frequency, and testing of legislative and processing initiatives and directives.
- Keeps abreast of pending legislation.
- Reviews, analyzes and determines the impact of legislative mandates, user-initiated process changes, and the Section’s portion of applications systems, to determine impact on Section systems.
- Submits impact reports to the Section Managers for review.
- Upon approval of the Section Manager, coordinates, plans, and implements changes resulting from legislation.
- Provides highly technical assistance to unit staff, outside agency and vendor staff, and staff of Computer Operations in resolving problems.
- Monitors nightly job streams as part of the Job Monitoring Group and takes appropriate action to address job failures or other issues ensuring Production data gets copied to staging environments every day.
- Monitors nightly job streams in the staging environments and identifies potential issues.
- Coordinates testing efforts/ job streams run during the daytime in staging/testing environments and ensures staging & testing environments are available for the user testing in a timely manner.
- Coordinates time jump testing for all projects in the staging environments as necessary.
- Serves as a team lead, reviewing developer migrations for approval.
- Performs various duties in the absence of the Section Manager, such as planning stages of projects based on the needs and funding of the department and overseeing projects crossing sections or divisions.
- Evaluates and prioritizes projects and assignments, informs staff of proper priority of assignments, and monitors overall systems changes.
- Performs various duties in the absence of the Division ISA III to manage the GenTax Intervention Log.
20% Develops and maintains communication with outside agencies, vendor groups, and other sections of the Data Gateway/GenTax Division to obtain and share information on program data requirements related to major project implementations of new data sources to the system, new returns, and payments programs, and testing of return and payment initiatives and directives:
- Coordinates application with Returns and Deposit Bureau staff, Electronic Commerce/Internet Development staff, Taxpayer Services staff, User Processing staff, and other operational areas.
- Coordinates system interface changes and activities with other application processing groups.
- Performs advanced system testing and coordinates planning and implementation as project changes are completed.
- Monitors and reviews completed changes to ensure the security and integrity of federal tax data stored in the system.
20% Coordinates and assists with the direction of Revenue application planning standards and procedures for use by all staff in the Section:
- Monitors the work of lower-level staff to ensure compliance with IT standards and procedures for application development and implementation.
- Coordinates initial training and on-going education of staff to familiarize them with the application features and capabilities.
15% Serves as a project team leader for application development projects of a highly complex nature affecting the GenTax Integrated Tax System:
- Determines project components.
- Assigns and reviews the work of project analyst staff.
- Provides expertise, guidance, and direction.
- Oversees multiple initiatives.
- Monitors and tracks the progress of each programmer’s assigned task.
- Notifies the Section Manager of completed projects and re-assigns new projects to lower-level project coordinators.
- Reviews and approves the final product received from the project coordinators and returns and tracks revisions.
- Completes the more complex projects.
- Provides input into staff performance evaluations.
- Utilizes programming languages, tools and methodologies such as GenTax Tools, Microsoft SQL and SQL Coding, Visual Basic or VB.Net, application programming, database management systems, business process analysis/systems analysis and design, PC workstations, printers, PC software including Windows 7 & 10, File Transfer Utilities, Adobe, Microsoft Internet Explorer, Outlook, MS Project, Word and Excel to coordinate, monitor and lead project teams that maintain and/or develop application programs for the Returns and Payments portion of the GenTax Integrated Tax System.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
