The primary purpose of this position is to conduct comprehensive manpower and organizational analyses for 618th AOC/CS, to provide management consultant services to improve mission effectiveness, resource efficiency, and resources savings, to process personnel actions and to analyze the organizational structure. Responsibilities Maintains manpower manning documents and provides management officials with information regarding manning levels and changes to Unit Manning Documents (UMD). Performs personnel actions and assist in financial resource management functions. Prepares, coordinates, and submits documents required for Request for Personnel Actions to the installation personnel office. Performs organizational administration functions for and maintains cooperative working relationships with co-workers, related functions, customers, subordinate units, and operating officials. Uses multiple office automation software with vaned functions to produce a wide range of documents that often require complex formats, such as graphics or tables w1thm text, ed1tmg and reformatting electronic drafts, and updating or revising existing databases or spreadsheets. Maintains surveillance over the organizational structure Frequently accomplishes studies/analysis of manpower and personnel programs Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives; experience in completing the Management and Program Analysis duties and responsibilities described with the position. OR EDUCATION: Successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master’s or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical manpower management methods and organization practices and techniques, manpower and training data systems to provide ready access to the personnel accounting symbol and manpower data file, and manpower staffing standards for evaluating program operations. 2. Knowledge of organizational workload requirements and procedures. 3.Ability to analyze, verify, and correlate data, locate, assemble, and compose information for non-routine reports, inquiries, and technical correspondence, communicate, both orally and in writing, plan, organize work, and meet deadlines. 4. Ability to gather, assemble, and analyze facts, draw conclusions, and devise solutions to problems. 5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, report, spreadsheets, databases, and graphs. 6. Knowledge of correct grammar, spelling, punctuation, capitalization and format to be able to accurately prepare and edit written correspondence and reports. Ability to perform basic arithmetic calculations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
