The Community Development Block Grant Disaster Recovery Senior Manager is responsible for growth, development, and leading large-scale disaster recovery programs. Requires knowledge of and significant experience with US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) disaster programs. This position will drive business development through opportunity identification, market and client strategy development, proposal creation, internal, and external relationship development.
Qualifications
Bachelor's degree in Accounting, Finance, Business, Public Administration, or an approved related field is preferred.
Master's Degree is preferred.
Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP), certifications are preferred, but not required.
Minimum 10+ years of previous experience in grant management, program management, disaster management programs or similar fields is required, 15+ years is preferred.
5+ years of consulting and/or client support and Business Development is preferred.
5+ years in a management or supervisor role.
Knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes, including National Objectives and reporting requirements.
Knowledge of and experience with the Disaster Recovery Grant Reporting System (DRGR) is preferred.
The ability to collect and analyze data to inform CDBG-DR grant management and other research tasks as assigned is preferred.
Demonstrates critical thinking and project management skill capabilities.
Excellent interpersonal, written, and verbal communication skills in business and technical environments and within a diverse group of individuals.
Able to work in a dynamic, fast-paced, innovative, and continuously changing environment.
Ability to perform effectively, efficiently and with quality under tight deadlines and manage multiple priorities.
Possess a high degree of professionalism including the ability to maintain high levels of confidentiality.
Computer literate with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.
Responsibilities
Leads large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering HUD CDBG-DR funds.
Evaluates client needs, recommends project approaches, and understands engagement scope, manages activities for completing work and overall quality control of client deliverables.
Performs supervisory responsibilities of a team including serving as a performance career coach to staff, provides prompt feedback to Directors and Partners regarding staff performance, and completes annual staff evaluations.
Drives revenue through new and incremental growth of current and prospective clients.
Negotiates, prepares, and processes documents such as agreements, contracts, and requests for proposals/qualifications to support program operations.
Manages the team through all phases of a program including strategic planning, work planning, mobilization, execution, and completion, consistent with established program delivery processes to meet the scope, schedule, budget, and other contract requirements.
Provides leadership, direction, coaching, and development for personnel in the areas of performance management, problem resolution, planning, and assignment of work.
Manages client situations; identifies and interprets federal regulations and uses knowledge and experience to determine method of project implementation.
