Job Description

The Construction Permitting and Environmental Compliance Manager will support environmental compliance, permitting and planning efforts and will serve as a Subject Matter Expert (SME) on construction permitting and environmental compliance. The Construction Permitting and Environmental Compliance Manager supports the company's environmental compliance practice, managing project level permitting and environmental compliance at active Department of Defense (DOD) locations. The successful candidate will provide compliance oversight to design and construction contractors and manage the implementation of mitigations and permitting associated with maintaining National Environmental Policy Act (NEPA) environmental compliance, the Unified Facilities Guide Specifications, and federal construction standards.

This position requires an individual that can proficiently interpret reporting and permitting requirements on large, multi-state, multi-phased projects and provide guidance related to environmental rules, laws, standards and guidelines including but not limited to Clean Water Act; Resource Conversation and Recovery Act; Comprehensive Environmental Response, Compensation and Liability Act; Endangered Species Act and NEPA. Duties may include writing and reviewing environmental reports and plans and interfacing with staff, supervisors and contractors at all levels.

The successful candidate will be responsible for:
  • Developing slide presentations in support of monthly and quarterly acquisition program updates with DOD leadership;
  • Developing any technical materials needed in consultation or coordination with any outside agencies and/or DOD construction contractors in compliance with all governing legal;
  • Providing input to the consolidated Integrated Master Schedule inputs and program progress;
  • Developing waste stream characterizations for active construction sites; and
  • Preparing summation reports of all findings and recommendations developed during "1st" party inspections of construction sites.

Job Requirements:
  • Bachelor's or Master's degree in Natural Resources, Engineering, Geology, Biology, Environmental Science or equivalent
  • 10+ years of specialized experience that includes managing projects with multi-disciplinary teams for DOD and other federal agencies
  • US Citizenship required
  • Must be able to obtain Secret (or higher) security clearance; Active Secret clearance desired
  • Thorough knowledge of environmental requirements/regulations associated with linear construction projects in the central and Intermountain West.
  • Ability to interpret and understand federal, state and local environmental regulations as they relate to linear projects.
  • Applied knowledge of ecological assessment, environmental impact analysis, environmental due diligence studies, natural/biological resources management and habitat conservation planning.
  • Strategic thinking and problem-solving skills, and high level of interpersonal communication skills, organizational and time management skills, attention to detail and the ability to handle multiple tasks.
  • Ability to travel frequently, work independently, communicate clearly and/or work closely with team members located throughout the United States.
  • Excellent writing, editing, proofing, organizational, analytical, public speaking, and interpersonal skills are a must.
  • Working knowledge with Plan of Developments and Integrated Master Schedule implementation
  • Experience and proficiency with Microsoft Word, Excel, PowerPoint, and Project are necessary to perform the responsibilities of this position.
  • Ability to work independently or with a team to complete work products, to meet specific desired objectives and deadlines, and to prioritize and handle multiple tasks, and projects concurrently.
  • Highly cooperative personality and the ability to collaborate with various types/levels of individuals and professions within commercial, industrial and governmental settings.
  • Experience in working in the mining, commercial energy, transportation, linear features or the oil and gas industry is preferred.
  • A background working for, or with DOD (any branch) and an understanding of DOD vernacular is also preferred.
Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25lbs.
