Description

SALARY

$125,000 – $135,000

POSITION SUMMARY

Plans manages and monitors the activities of all sections within Power & Way Maintenance, which includes Signal Maintenance, Structure Maintenance, Power Maintenance, Track Maintenance and Utility Services. Provides follow up on daily maintenance issues involving track, structure, signal, and power. Conducts research and analysis on maintenance issues that affect customers such as maintenance related delays. Prepares and executes strategic plans to ensure compliance with applicable Authority policies, safety procedures, quality procedures, work methodology and performance levels.

Qualifications

PRIMARY RESPONSIBILITIES

+ Develops and administers the Power & Way Safety program. Performs inspections and reviews to ensure program guidelines and goals are being adhered to. Works with the various departments to achieve their safety goals.

+ Coordinates the development, compilation and execution of training programs for all departments.

+ Develops and administers the Power & Way Quality Assurance program. Performs inspections and reviews to ensure program guidelines and goals are being adhered to.

+ Conducts field inspections of construction and maintenance projects to review progress, work methods, compliance with quality procedures and standard operating procedures and safety regulations, etc. Analyzes safety and quality audits to ensure accuracy.

+ Coordinates periodic review of various Power & Way plans, programs and procedures to ensure compliance with goals, objectives and governmental directives. Reviews budget activity and performance reports, makes appropriate recommendations and coordinates the development and oversight of a variety of performance indicators.

+ Prepares and executes strategic plans to ensure compliance with applicable Authority policies, safety procedures, work methodology and performance levels. Monitors and evaluates the performance of assigned personnel and areas for compliance. Assists in the development and administration of the Department’s programs, policies, safety procedures, quality procedures, goals and objectives.

+ Provides follow up on daily maintenance issues involving track, structure, signal, and power. Conducts research and analysis on maintenance issues that affect customers such as maintenance related delays.

+ Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

+ Performs related duties as assigned.

MANAGEMENT RESPONSIBILITIES

+ Maintaining a system with diversified technologies ranging from state of the art to pre 1900.

+ Working with employees with diverse social backgrounds and varied skill levels ranging from entry level to degreed licensed engineers.

+ Scheduling and coordinating activities between various departments while creating minimal impact to ridership.

+ Maintaining a system with limited resources.

EDUCATION/EXPERIENCE REQUIREMENTS

+ Bachelor’s Degree in Civil, Structural or Electrical Engineering or similar field, plus six (6) years of experience within the field, or an equivalent combination of education, training and experience.

+ Must possess a valid Illinois driver’s license.

PHYSICAL REQUIREMENTS

+ Must be able to walk the right-of-way (structure, ballast, and subway) for extended distances in all weather conditions.

+ Must be able to climb ladders.

+ Subject to prevailing weather conditions when in the field.

+ Required to be rail-safety qualified.

+ Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

+ Working knowledge of the structure, accountability functions, and overall mission of the Power & Way Maintenance Department.

+ Working knowledge of various trade functions and roles.

+ Working knowledge of the application of all Occupational Health and Safety Administration (OSHA) and regulatory compliance programs.

+ Working knowledge of the methods and practices in surveying and inspecting workplaces, processes, products, or other systems.

+ Working knowledge of research methods and report presentation.

+ Strong organizational skills and attention to detail.

+ Good basic computer operations and word processing, spreadsheets, presentations and database software skills.

+ Good oral and written communications skills.

+ Good interpersonal skills in dealing with external groups and/or organizations.

+ Intermediate project management skills.

+ Ability to analyze or interpret job processes to determine the probability of hazards.

+ Ability to work independently.

+ Ability to work with sensitive information while maintaining strict confidentiality.

+ Ability to work collaboratively with other departments.

+ Ability to anticipate, identify, and evaluate hazardous conditions and practices.

WORKING CONDITIONS

+ Usual office working conditions.

+ Regularly exposed to electrically energized conductors, moving trains and other hazardous conditions. Required walking the right-of-way on structure, ballast and in subways.

+ Subject to 24-hour call and call outs as conditions dictate.

+ Travels within the Chicago Metropolitan area to meet with suppliers, manufacturers, other transit agencies, etc.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

+ Standard office equipment; along with specialized Databases, Scheduling and Maintenance Software, calculators, electrical test equipment, mechanical and civil test equipment, engineering and maintenance reference manuals, local/national codes, CTA and national standards.

Additional Details: Employees and/or union members will be given priority consideration in the hiring process, per the applicable labor contracts.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
