PROJECT COORDINATOR-EXCLD (Uniform Relocation Act)

DEPARTMENT OF HOUSING

Bureau of Housing Development

Starting Salary: $67,656.00

Under general supervision, this position coordinates the administration, development, and implementation of for compliance with the Uniform Relocation Act (URA), the Single Room Occupancy (SRO) Preservation Ordinance (SROPO), and other related programs and policies that ensure tenant safety during times of transition, improvement, or changes in ownership. Additionally, the position assists with the implementation of the Department of Housing’s Permanent Supportive Housing (PSH) policies and initiatives aimed at supporting people experiencing homelessness.

ESSENTIAL DUTIES

+ Works with the Multi-Family Financial Planning Analysts to identify and review projects with, and project proposals for federal funding which involve the temporary or permanent displacement of current residents

+ Works with developers to draft and approve relocation plans in accordance with the requirements of the URA, SROPO, and the Chicago Relocation Plan Ordinance (for senior relocations) if and as applicable

+ Works with Monitoring section staff to monitor the implementation and compliance of approved relocation plans, and resolves resident complaints, developer non-compliance, and plans close-out; tracks residency compliance

+ Tracks projects, maintains records and data, and reports as necessary to U.S. Department of Housing and Urban Development (HUD), Office of Budget Management (OBM), and Internal Audit

+ Receives all SRO notices of intent to sell and works with developers and owners to ensure all required submissions are made timely and completely

+ Receives notices of intent to sell federal subsidized projects under the Affordable Housing Preservation Ordinance (AHPO)

+ Sends out notices of pending sales to affordable developers

+ Maintains a SRO and AHPO tracking database and project files

+ Works with Multi-Family Finance to track any SRO acquisitions seeking City financing

+ Serves as primary staff for the purpose of audits of the SRO, AHPO, and senior relocation programs

+ Meets, coordinates, and regularly communicates with community groups, non-profit partners, government agencies, and other departments to facilitate program implementation

+ Analyzes applicable regulations, develops policies and procedures, and makes recommendations to senior staff for policies, procedures, and program improvements

+ Works with the Law department and Monitoring and Compliance section to enforce applicable URA, SRO, and senior relocation compliance requests, as necessary

+ Serves as liaison to the Department of Family and Support Services (DFSS), Continuum of Care (COC), Flexible Housing Pool (FHP), Expedited Housing Initiative (EHI), Chicago Department of Public Health (CDPH), and other organizations, advocates, stakeholders, and government agencies on issues around the prevention of homelessness, shelter, and emergency services

Additional duties may be required for this position

Location: City Hall, 10 th Floor

Days: Monday – Friday

Hours: 9:00am – 5:00pm

Qualifications:

MINIMUM QUALIFICATIONS

· Seven (7) years of progressively responsible experience in program administration, OR

· Graduation from an accredited college or university with an Associate’s degree in Public or Business Administration, Social Sciences, Planning, or a related field, PLUS five (5) years of progressively responsible experience in program administration, OR

· Graduation from an accredited college or university with an Bachelor’s degree in Public or Business Administration, Social Sciences, Planning, or a related field, PLUS three (3) years of progressively responsible experience in program administration, OR

· Graduation from an accredited college or university with an Master’s degree in Public or Business Administration, Social Sciences, Planning, or a related field, PLUS two (2) years of progressively responsible experience in program administration

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

+ Previous case management work experience providing referral resources to special needs populations
