This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: For more information see additional information section. Responsibilities Manufactures, calibrates, and repairs gauges used in the field, and depot assembly work. Receives assignments through work orders or oral instructions, normally accompanied by blueprints, sketches, or a model of pieces to be manufactured in the machine shop. Plan the sequence of operations, obtains materials, lays out work, calculates necessary dimensions and tolerances, and determines and plans for performance of related operations, heat treating, plating, etc. Work closely with the process planning department to create or update existing processes for production gauges. Requirements Conditions of Employment Qualifications This position will be filled at the WG-11 or WG-12 level. If selected at the WG-11 level, noncompetitive promotion to the full performance level is authorized. Term Appointment NTE – Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Toolmaker ~ without more than normal supervision. Applicants must meet the screen out element to be considered further. The work of the position normally includes (1) Fabricate many common types of components, tooling, gages, and jigs utilizing various types of machining equipment and processes; (2) Apply knowledge of machine shop procedures and techniques in planning, laying out, machining, assembling, and hand fitting and finishing work to precise dimensions; (3) Select the proper materials for items to be made and make dimensional allowances based on familiarity of effects of hardening, annealing, and stress relieving on metals and metal alloys; (4) Read and interpret drawings and blueprints to perform setups, programming, and/or machining processes to complete assignments/projects; and (5) Plan weekly or monthly work schedules and sequence of operations. – Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Physical effort requires standing, stooping, bending, and reaching; moderate lifting up to occasionally 50 pounds, when moving machine attachments and work pieces. Hoists, hand trucks, lifts, and other workers are available to assist with heavier items. Working Conditions: Normally works inside in a machine shop environment wherein there is danger to the skin and eyes from flying metal chips, abrasive particles, and hot metal; possibility of skin irritations from contact with coolants, lubricants, and abrasive compounds; danger to fingers, hands, and other parts of the body from cutting tools, grinding wheels, rotating work pieces, and moving parts of machines. Worker is subjected to the usual dirt and noise of machine shop activities. Worker is required to wear safety glasses and hearing protection at all times, and additional PPE as required for specific tasks within the environment.
