Summary The Senior Civilian Pay Technician serves as the leader in the section that functions as technical liaison between civilian employees, timekeepers, and the Defense Civilian Pay System (DCPS). The purpose is to provide accurate and timely processing of payroll transactions at the Marion, Illinois VA Medical Center. Responsibilities Under the administrative direction of the supervisor and with wide latitude for the exercise of independent judgment, the incumbent serves as the Senior Civilian Pay Technician in Fiscal Service, located at the Marion VA Medical Center, Marion, IL. The incumbent is responsible for coordinating and integrating his/her own work while ensuring the work assignments of three employees or more located at the facility. The facility Fiscal Service is responsible for processing the full range of payroll actions in automated systems. The general nature of the job is to see that employees of the VA are paid in an efficient and correct manner. This is a high-level priority with the purpose of paying the employees in an accurate and timely manner who serve our Veterans. The major overall end-result is the monitoring and efficiently processing the pay run every two weeks with all employees being paid timely and correctly. End results are achieved by a close communication with the facility HR service, DFAS, HR Smart, VATAS, VA policy, and the employees that are involved. Senior Civilian Pay Technician possess certain knowledge, skills and abilities (KSAs) such as: group facilitation methods; problem-solving techniques; teambuilding; leadership; motivation; innovation; flexibility; quality measurement tools; planning and organizing skills; payroll subject-matter expertise; coaching and counseling methods and techniques. Incumbent uses skills to plan, organize and direct team studies/work and to negotiate effectively with management to gain acceptance and implementation of recommendations. Senior Civilian Pay Technician apply the techniques, practices, and tools which assist empowered team members to improve work processes and business practices, and solve long-standing problems. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: following pre-determined guidelines and instructions to complete payroll related tasks. Experience in basic math calculations. Experience in providing excellent customer service. Ability to interact positively when working with a variety of individuals from difference backgrounds. Documented experience with VA payroll technician skills and abilities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
