About the Position: Serves as a Data Scientist and technical expert responsible for the application of operations research and advanced data analysis techniques to identify the methods, processes, algorithms, tools, and systems to extract and interpret findings to help optimize organizational programs. Responsibilities Plans and conducts, as project lead or member of a study team, relevant research and analytical studies of problems to support critical G1 operational problems and/or decisions. Renders in-depth proficiency level sufficient to assist, consult to, or lead others in the application of operations research techniques and in-depth knowledge of data science techniques and methodologies. Identifies, creates, and employs the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques. Recommends data collection, integration, and retention requirements; and makes recommendations for improvements to methods and algorithms, based on knowledge of best practices. Evaluates the performance of decision systems, models, and tools; involves peers and team members in analyzing strengths and weaknesses in performance, and spearheads pilots and planned functional or technical change initiatives. Directs and coordinates specific data mining, analysis, advanced modeling, development of mathematical algorithms, and computer program design activities. Utilizes data from various sources and information systems to provide advice and support other organizations on issues related to data science and data analysis. Stays abreast of industry trends, in order to provide forward-thinking proposals and recommendations to senior management and executives/leadership. Basic Education Requirement for Data Scientist: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. AND Specialized Experience: Specialized Experience for GS-12: One year of specialized experience which includes: (1) Analyzing complex data analytics projects involving statistical, algorithmic, mining, forecasting, predictive, and/or visualization techniques; (2) Developing innovative approaches to complex situations and/or problems with databases; and (3) Producing data analysis leveraging data science methodologies to increase the production of relevant data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). AND/OR Specialized Experience for GS-13: One year of specialized experience which includes: (1) Applying advanced data analysis techniques to identify the methods, processes, algorithms, tools, and/or systems to interpret findings to help optimize programs; (2) Conducting projects which require analysis of interrelated issues of effectiveness, efficiency, and/or productivity of substantive mission; and (3) Applying complex research that inform operational requirements to ensure program efficiency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Data Analysis Data Management Technical Competence GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
