Responsibilities The primary purpose of this position is: To serve as an Air Refueling Optimization Manager for worldwide refueling planning, allocation and execution with the ultimate responsibility of ensuring efficient use of air refueling assets. Directs and oversees high priority, time sensitive air refueling missions optimizing tanker assets to ensure the safe and efficient operations of air refueling missions flown worldwide Serves as an Air Refueling Optimization SME for the 618 AOC/CC (TACC) for all command and DOD directed Coronet, ONE, POTUS, SDM, AFFOR Approved Exercises / Service Missions, and other urgent air refueling missions Develops and implements detailed allocation plans using Air Force and Air Mobility Command, procedures and directives associated with the determination and evaluation of global Air Refueling capability of the active and reserve forces to meet peacetime, contingency, humanitarian, and wartime requirements in accordance with national objectives and the Joint Chiefs of Staff (JCS) air transportation priority system Develops, manages and implements optimization and efficiency processes designed to improve planning, tasking and execution of air refueling operations by working closely with providers/tanker and receiver units to maximize utilization of refueling assets associated with the determination and evaluation of global airlift capability of the active and reserve forces to meet peacetime, contingency, humanitarian, and wartime requirements in accordance with national objectives and the Joint Chiefs of Staff (JCS) air transportation priority system Provides subject matter expertise on operational, technical, and managerial matters and provides continuity to an organization structure composed largely of military personnel. Individual is responsible for planning operational, contingency, and exercise activities, pertaining to international air traffic control in support of Air Mobility Command (AMC). Incumbent also provides an interface with operational activities of the Central Altitude Reservation Function (CARF) and other Department of Defense (DOD) activities as assigned Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal; demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of a wide range of air refueling policies, contingency mobility operational plans (OPLANS), principles and practices. Broad knowledge of Air Force air operations, practices, plans, concepts, worldwide missions and policies of the command’s functional activities to develop, integrate and coordinate transportation plans and programs to include contingency mobility war planning and a complete status of the world’s international political-military relations/environment with regard to the command’s mission and to provide advice and to develop effective optimum air refueling missions. Thorough knowledge of Air Force air refueling policies and procedures to provide services to satisfy user requirements for long duration flights involving multiple air refueling and to make independent decisions concerning the planning, scheduling and execution of all assigned air refueling missions, and to interpret policies, procedures and guidelines of the command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of Air Force and command air refueling policies, goals, and objectives, the sequence and timing of key operational events and milestones, and the methods of evaluating alternatives during planning actions related to operational or exercise events (CPX, FTX, and TTX), contingency mobility war plans, principles and practices. Knowledge of tactical fighter/bomber and airlift planning policies that pertain to air refueling, deployment planning, concepts, goals, procedures, guidelines, and requirements for long duration flights. Knowledge of flying instructions, Flight Information Publications (FLIP) documents, guidelines, and worldwide route planning, international airway routes and structure, oceanic routes, controlled and special use airspace, diplomatic clearance requirements, aeronautical charts, airways, area avoids, flight safety issues and critical flight planning. Knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, enroute supplements, i.e., runway length, load bearing capacity, types of fuel available, aircrew limitations, etc. Knowledge of aircraft capabilities and limitations to include range, fuel requirements, configuration, loading and takeoff weight restrictions. Knowledge of various transportation computer-based software programs. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationship. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
