Job Summary:

You will be responsible for managing internal resources related to planning, developing, and submitting technical writing and/or pricing responses to federal RFx—Requests for Proposal (RFPs), Requests for Information (RFIs), and Requests for Quote (RFQs) and unsolicited proposals. Key skills and responsibilities include proposal management, capture strategy and preparation, and pre-implementation planning using the Shipley Process.

Key Deliverables and Responsibilities:

  • Manages the full proposal process from bid decision to contract award. Maintains a thorough understanding of opportunities, leads bid decisions, gate reviews, color team reviews, debriefs, and makes proposal design decisions.
  • Reviews proposal writing, graphics, tables, and data for accuracy pre-submittal. Manages and maintains all bid documentation and associated planning materials in accordance with departmental guidelines.
  • Leads communication with customers, suppliers, and agency officials during bid process and participates in pre-award contract negotiations
  • Aligns existing company capabilities with new business opportunities - including markets, growth areas, trends, customers, partnerships, products, and services
  • Maintains a strong understanding of industry, researching new and existing opportunities and compiling the appropriate documentation to inform strategic business development.
  • Partners with leadership and internal departments to refine company bid strategy, including developing and executing price proposal strategy, and maintains internal accountability & deadlines for contributing stakeholders.
  • Oversees capture strategy development process and updates within strategy software.
  • Participates in trade shows, industry days, and pre-proposal conferences to inform capture strategy; some travel required.
  • Updates and maintains the Business Development pipeline, metrics, and dashboards in accordance with company strategic direction.
  • Identifies opportunities for improvement, implements lessons learned, and maintains departmental training program and work instructions.
  • Provides leadership and direction to the business development team, coaching, mentoring and establishing goals & priorities.

Supervisory Responsibilities:

  • Recruit staff to include interviewing, hiring, assigning work, training, coaching, mentoring, and ensuring consistent application of employee guidelines, processes, and procedures. Conducts team and one-on-one meetings and fosters personal growth opportunities.
  • Accomplish staff results by communicating job expectations; planning, monitoring, and appraising work; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.

Qualifications & Skills:

  • Bachelor’s degree in business or related field
  • 5+ years of Government proposal experience; Department of Defense industry experience preferred
  • Preferred experience working with the Defense Logistics Agency (DLA), General Services Administration (GSA), and in International Military Sales
  • 3+ years of direct managerial experience, shaping departmental strategy, setting goals, accomplishing results by communicating job expectations; planning, monitoring, and appraising work; coaching, counseling, and disciplining employees; initiating, coordinating, and enforcing systems, policies, and procedures.
  • Highly meticulous to detail including reviewing and editing work to ensure document consistency and accuracy.
  • Organized to execute multiple projects at once, adhering to deadlines.
  • Forward thinking individual who uses critical thinking to develop and implement innovative proposal strategies.
  • Proficiency working with MS Office (SharePoint/Teams, Excel, Word, PowerPoint, Outlook)
  • Familiarity with government solicitations and proposal requirements (preferred)
  • Training in Shipley and/or APMP proposal management process (preferred)
