Position Details:
Contract Term: 12 Months - multi-year
Location: Remote - candidates must be based in greater Seattle area with ability to come onsite 6-10 times throughout the year
Hours: Day shift - Mon-Friday 8-5pm PT
Hourly + weekly pay, health benefits and much more.
*Max hourly rate of $48.08/hr ($100k annual)
The Integrated Eligibility & Enrollment (IE&E)Leadership team provides day-to-day oversight and direction of the IE&E Program, with other program staff and contractors matrixed in from their HHS Coalition organizations. The Program Resource Manager will report to the PMO Director and is part of the IE&E Program Leadership.

The IE&E effort is a Program made up of multiple projects. Each of these projects has tailored project governance, team composition, and a standard set of project controls that report and roll up to the IE&E Program. There are currently over 40 staff positions and an equivalent number of contractors supporting the projects and program functions for IE&E, with anticipated growth in future years.

What you'll do as the Program Resource Manager

The Program Resource Manager supports the success of the IE&E Program with the objective of integrating resource capacity and demand planning to achieve effective resource management. Resource planning, forecasting, allocation, tracking, and scaling are key functions of this position. The Program Resource Manager has the ultimate responsibility to work with program and project leadership to drive resource management across the program. This is achieved through the following activities:

Capacity Planning -
Forecasting the supply of available resources and skills for assignment to projects and/or operational roles
Developing and maintaining a comprehensive resource matrix across the program, including tools, techniques, and credentials.
Proactively identifying risks in supply (e.g., skill shortages, unplanned absences). Working with program leadership on strategies to close any gaps.
Demand Planning -
Forecasting the demand for resources and skills for ongoing and future projects and operations roles.
Partnering with program leadership and project managers to identify staffing needs and design staffing models across projects and the program.
Proactively identifying risks in resource demand (e.g., emerging requirements, bottlenecks). Working with program leadership on strategies to close any gaps.
Resource Allocation -
Tracking the ongoing assignment of specific resources or skillsets to projects and/or operational roles, including integration of resource allocations within integrated program schedule.
Tracking and reporting resource usage and escalating resource collisions and needs to program leadership and hiring managers, and leading the identification of alternative resources.
Identifying and working with program leadership and project managers to resolve resource allocation conflicts.
Proactively planning for the reallocation of resources to balance supply and demand.
Resource Management & Reporting -
Tracking and monitoring resource supply and demand to support the achievement of program priorities and outcomes.
Formally reporting resource management plans, risks, and issues.
Identifying and leading the implementation of tools to support effective resource management.
Developing and implementing resource management best practices to improve efficiency and effectiveness.
Resource Planning -
Forecasting resource acquisition/assignment to projects and/or operations
Participating in the hiring and procurement processes to identify and secure talent for current and upcoming projects.Existing Tools and Resources
The IE&E Modernization Program has an existing set of tools, standards, templates, and resources to support the program management services. We expect that we would issue state device(s) and appropriate accounts to support access to these resources. These include:
Program & project SharePoint sites/Teams channels
Azure DevOps for sprint / work management
Standard plans and tools to facilitate common project management processes (risk & issue management, change management, budget management,... For full info follow application link.
