Job Summary
Perform supervisory and administrative police work which entails work of a complex managerial nature. Work involves responsibilities for command within the Patrol Bureau and/or a functional units of the organization. Work involves full responsibility for the effective performance of the police activities of their departmental bureaus, shifts and/or units. This position frequently participates in the coordination of written directive and other program development and additionally in the work performed by subordinate officers (Sergeant and Police Officer).

Duties & Responsibilities
  • Planning, organizing, directing, staffing, coordinating and reporting activities of subordinate staff assigned to a police bureau/unit to assure compliance with Written Directives and effectively meet the mission and vision of the Division of Public Safety. • Develop, supervise/direct and evaluate activities for assigned bureaus/units to meet University community policing needs as reflected in departmental goals and objectives; • Supervise the assignment and briefing of police officers at large events or emergencies. • Observe, supervise and instruct subordinate officers; • Participate in resolving more difficult police problems and incidents and instruct subordinate officers in methods to be followed during investigation and response to complex, difficult and unusual incidents. • Provide effective emergency response and take charge of incident control at major incidents. • Review, approve and delegate the work of assigned subordinate police sergeants. • Evaluate the performance of subordinate employees and identify and meet training needs if appropriate for entire unit. • Ensure that scheduling of subordinate Police Sergeants and Officers provides appropriate staffing levels; • Make periodic, unscheduled inspections of work group to assure compliance with pertinent written directives applicable to assignment; • Manage personnel matters involving members of the activity group; • Complete activity summary reports for assigned work groups. • Conduct program analysis of assigned activity groups and provide budgeting input.
  • Complete staff studies and program development/coordination of activities pertinent to the activity group or as assigned by superior.
  • Serve as member of Division's Executive Leadership Team providing input to Chief of Police regarding Division's strategic planning, administrative oversight, budgeting and appropriate personnel issues.
  • Command special event details such as sporting events, concerts, parades, etc.
  • Serve as department representative in structured Unified Commands for major special events and critical incidents.
  • Assist in the preparation and management of the Division's budget.
  • Represent the Division during scheduled and unscheduled absences of the Deputy Chief of Police and the Chief of Police.
  • Act as a campus security authority, as defined by the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, to include completing training and the timely reporting to the University of Illinois Police allegations of Clery Act crimes.
  • Act as a responsible employee under Title IX of the Education Amendments of 1972 which includes the timely reporting of incidents of sexual harassment/misconduct to the University of Illinois' Title IX coordinator.

  • Additional Physical Demands
    1. Physical Requirements - good physical condition as occasional physical exertion is intensive and demanding. Ability to perform defensive tactics necessary. Work hours may exceed eight hour days or forty hour weeks.

    2. Work Environment - there is always a risk of personal danger and harm. Some of the work is completed in the office; however, the majority of the work is done in the field. Sometimes there is discomfort in working in all kinds of weather at all hours in very dangerous and adverse conditions and circumstances.

    Travel Requirements
    80% Patrolling campus jurisdiction.

    Minimum Qualifications
    • High school graduation or equivalent.
    • Possession of a valid driver's license.
    • No record of conviction of a felony or misdemeanors as identified in the Illinois Police Training Act (50 ILCS 705 et seq.), or a crime involving moral turpitude.
    • Eligibility for bonding, if required by the employing institution
    • Successful completion of the Basic Law Enforcement Officers' Training course as prescribed by the Illinois Law Enforcement Training & Standards Board, if required by the employing institution. All recruit law enforcement officers who successfully complete this course after September 1, 1984 are required to successfully pass the Law Enforcement Officers' Certification Examination. (Applicants lacking such training at time of appointment will be required to complete such requirement during, and as a part of, their probationary period of employment in this class.)
    • At least 21 years of age upon employment. (This requirement may be further defined by local recruitment, examination, and employment policies, provided age requirements have been met with regard to all other applicable state and federal regulations in this respect.)
    ADDITIONAL CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER
    • Bachelor's degree (or 120 semester credit hours) granted by an accredited institution of higher education, preferably in police science, law enforcement, or other police or law curriculum.
    • Four (4) years (48 months) of full-time experience as a police officer with a federal, state, county, college or university, municipal, or public institutional police organization having a recognized merit system, with at least one (1) year (12 months) of supervisory experience in the field.
    NOTE: Educational credit given only for coursework taken at a college/university accredited by one of the following associations:
    • Middle States Association of Colleges and Schools
    • North Central Association of Colleges and Schools
    • New England Association of Schools and Colleges
    • Northwest Association of Schools and Colleges
    • Southern Association of Colleges and Schools
    • Western Association of Schools and Colleges
    NOTE: Upon an employee's request, a waiver of educational requirements for supervisory positions can be submitted and considered for current police officers originally and continuously employed by the state university system prior to June 1, 2010.

    Knowledge, Skills and Abilities
    • A. Thorough knowledge of Illinois Criminal Statutes, Illinois vehicle code, local ordinances, University rules and regulations and civil law related to the police mission;
    • B. Thorough knowledge of University community and geography of the University;
    • C. Thorough knowledge of University Police Department directives;
    • D. Thorough knowledge of modern approved principals, practices and procedures of police work;
    • E. Considerable knowledge of recent developments, current literature, and sources of information regarding police methods and techniques, particularly as related to police operations and administration;
    • F. Ability to understand, carry out and issue verbal and written instructions;
    • G. Ability to verbally communicate effectively during normal conditions and stressful and emergency circumstances;
    • H. Ability to gather information and prepare clear, comprehensive and accurate reports;
    • I. Ability to lead officers and to command their respect;
    • J. Ability to analyze complex police situations rapidly and accurately and to adopt and implement quick, effective and reasonable courses of action with due regard to surrounding hazards and conditions;
    • K. Ability to operate a vehicle in a safe manner during normal conditions and stressful and emergency circumstances;
    • L. Skill in the use of firearms and other defensive tactics (weapons and unarmed);
    • M. Ability to enforce laws, ordinances, rules and regulations with tact, impartiality, and firmness;
    • N. Ability to mentally and physically react effectively, quickly, calmly and rationally during times of conflict and emergencies;
    • O. Ability to serve on University project committees and represent departmental interests and university security interests. Assist in completion of project for university needs and deadlines
    Appointment Information

    This is a 100% full-time Civil Service 3076 - Police Lieutenant position, appointed on a 12-month basis. The expected start date is as soon as possible after 9/1/2024. Starting salary is $67.33/hr.
