This position is exempt from Career Service under the CCH Personnel Rules.

Job Summary
The Director of Recovery Support Services (Director) is responsible for strategically leading the recovery support service line across Cook County Health (CCH).The Director creates, develops and implements quality assurance pathways for recovery support services across CCH. These services include outpatient and inpatient, and during transitions from crisis care settings, such as the jail and emergency department, to the community. The Director will oversee the overall day-to-day operations and personnel of the service line.
This is grant funded until November 30, 2026
General Administrative Responsibilities

Collective Bargaining
*Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
*Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline
*Document, recommend and effectuate discipline at all levels
*Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
*Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements

Supervision
*Direct and effectuate CCH management policies and practices
*Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management
*Contribute to the management of CCH staff and CCH' systemic development and success
*Discuss and develop CCH system policies and procedures
*Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
*Work with Labor Relations to discern past practice when necessary

Typical Duties
*Leads and directs the recovery support service line across CCH ensuring providing guidance to inform surveillance, quality improvement, evaluation, and research related to recovery support services.
*Strategizes with clinical departments to understand needs and opportunities for recovery support services, and prioritizes opportunities based on available resources to optimize CCH recovery support services.
*Promotes team and organizational learning and collaboration.
*Creates job aids and training materials to support partnerships between recovery support service providers and other clinical team members.
*Supports partnerships with external collaborators to enhance access to recovery support services within CCH and in the community.
*Creates and articulates a shared strategic vision for recovery support services' current and future state at CCH.
*Supports the implementation of strategies that promote health equity and quality improvement.
*Serves as the recovery support services representative on internal and external committees and initiatives related to behavioral health and substance use disorder care.
*Develops training and continued education programs for quality improvement and implementation of evidence-based practices.
*Completes necessary gap analyses and plans corrective actions.
*Participates in grants management and grant oversight related to supporting recovery support services, including assistance with grant writing and post-award report generation/monitoring.
*Maintains constant and consistent interaction with internal partners and customers including medical providers, nursing, behavioral health, administration, and care coordination.
*Participates in the development of written and verbal communications around policy and systems strategies related to recovery support services.
*Participates in dissemination of CCH's recovery support services work through manuscripts, conference presentations, trainings for regional collaborators, and white papers.
*Performs other duties as assigned.


Minimum Qualifications
*Master's Degree from an accredited college or university (MUST PROVIDE OFFICIAL TRANSCRIPTS AT THE TIME OF THE INTERVIEW)
*Licensed as a Clinical Social Worker (LCSW) in the State of Illinois prior to start of employment is required
