Job Description

25%    Under general direction, serves as the Health & Safety Administrator for the Department of Innovation & Technology (DoIT) organizing, planning, executing, controlling and evaluating DoIT’s Employee Safety Program:

•    Develops and implements policies governing and supporting the total management process of the program
•    Plans for the effective and efficient utilization of program resources
•    Possesses delegated authority to commit the program to specific courses of action
•    Identifies, defines and organizes the goals and objectives of the program
•    Confers with management on the integration of program function activities to resolve administrative problems and implement program function improvements
•    Oversees and manages the major controlling impact of the outputs of program activities
•    Implements studies for program evaluation
•    Establishes priorities among assignments, including times of completion, quantity and quality of work products and program services.
•    Identifies program projects, problems and issues and discusses courses of action with the Chief Administrative Officer and other designated stakeholders
•    Meets with representatives of other agencies, governmental jurisdictions and outside parties to discuss inter-agency issues 
•    Serves as a first-tier contact for the agency’s Continuity of Operations Plan (COOP) response in the event of an emergency situation
•    Acts as a liaison between DoIT and the Department of Central Management Services (CMS) Statewide Security Coordinator, CMS Facility Managers, and the CMS vendor for security services

25%    Serves as the Occupational Health & Safety Administration (OSHA) Liaison for DoIT:

•    Collaborates and confers with the Illinois Department of Labor OSHA Compliance Officer 
•    Monitors and evaluates DoIT offices for compliance with OSHA standards including but not limited to the Occupational Safety and Health Act, 820ILCS 219/1 and standards set by the Illinois Department of Labor (DoL)
•    Conducts site reviews, inspections and investigations of safety and health conditions at DoIT offices to ensure compliance with OSHA regulations
•    Identifies problematic issues (pests, mold, water leaks, etc) and develops recommendations to address/resolve with appropriate DoIT leadership
•    Initiates and authorizes required repair requests to address problem areas
•    Works with local fire departments, City of Springfield Police, Capitol Police, CMS facility managers and agency staff to organize and perform required safety related drills including, but not limited to, severe weather, fire, active shooter, etc. 
•    Performs compliance spot checks, advises appropriate stakeholders of ceasing non-compliant activity and directs staff of corrective action to be taken
•    Conducts investigations into workplace accidents and identifies actions needed to prevent recurrences.
•    Submits required OSHA forms including Form 300, 300A and 301 to report accidents, injuries and illnesses
•    Monitors and reviews reports of job-related injuries, illnesses, incidents requiring medical attention, or deaths 
•    Tracks all incidents including those not resulting in illness or injury
•    Maintains all related documentation, records and reports 
 

15%       Develops and implements the agency Health & Safety Training Program in conjunction with the DoIT Learning & Development Deputy Director to comply with OSHA training requirements:
 

  • Develops all training materials including visual aids and presentations
  • Updates training materials to ensure compliance with all updated safety protocols
  • Conducts employee safety training to reduce workplace injuries, illnesses and increase productivity
  • Develops, revises, updates and maintains the Department’s Emergency Procedures Handbook
  • Manages the training budget for materials, presentations and required equipment
  • Tracks expenditures to ensure budget alignment and compliance
  • Works with Budget Office staff to complete and submit procurement documents for material, equipment, vendors and new contracts
  • Collaborates with DoIT Labor & Employee Relations staff to ensure union partners are kept up to date and aware of all investigations, issues and remedies related to employee safety
     

10%       Serves as the Chair of the DoIT Safety Committee and agency liaison with state and local officials and representatives:
 

  • Schedules, organizes, sets agendas, and leads committee meetings
  • Serves on various safety related boards, councils and committees, as directed by the Department
  • Acts as a technical expert on safety issues for the Department
  • Collaborates with the Illinois Department of Labor (IDOL), Illinois Department of Public Health (IDPH), Illinois Secretary of State (ILSOS), the Department of Central Management Services (CMS) and other organizations on matters relating to safety measures, programs and procedures
     

10%       Serves as the DoIT Safety Monitor Coordinator:
 

  • Recruits and coordinates Office Safety Monitors from DoIT staff to assist in agency drills and ensure staff follow all exit strategies in emergency situations.
  • Maintains and updates roster of Office Safety Monitors to ensure all vacant positions are filled with capable individuals
  • Tracks, maintains and provides training to monitors to ensure they are up to date on all Safety Program policies, procedures, processes and strategies
  • Collaborates with internal and external business partners on workplace health and safety issues
     

5%          Serves on the Department’s Reasonable Accommodation (RA) Committee:
 

  • Meets with committee members to review and implement reasonable accommodation requests from employees
  • Makes recommendations to the committee for modifications and adjustments due to medical needs
  • Analyzes potential accommodations on a case-by-case basis to determine if the accommodation causes undue hardship on the department
     

5%          Keeps abreast of new developments regarding workplace health and safety policies, rules, regulations, statutes, laws and mandates:
 

  • Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and remain current of trends in workplace health and safety
  • Attends demonstrations and exhibitions related to assigned activities
