Job Description
20% Under general direction of the Chief Information Officer, serves the Technical Services Manager for the Department of Innovation & Technology (DoIT) Supporting the Illinois Department of Commerce & Economic Opportunity (DCEO):
• Performs project management functions in conjunction with the maintenance, development, and implementation of major new segments of the DCEO Information Systems.
• Formulates policy for the implementation of new system network functionality.
20% Develops and administers project work plans:
• Calculates manpower, time, and cost estimates for EDP projects hardware and software including DCEO's internet website.
• Tracks projects using an automated project control system.
• Prepares proposals for requests for computer and equipment maintenance and upgrades.
• Develops and administers project work plans including the calculation of manpower, time, and cost estimates for Network projects.
20% Organizes and controls the Agency's Local Area Network system:
• Coordinates and plans with third party providers and DoIT Network Operations to facilitate connectivity to DCEO applications.
• Provides linkages through the Internet with DCEO programs.
10% Participates in overall data processing and information systems planning for DCEO:
• Provides recommendations to planning and implementation of data processing and information systems.
10% Serves as working supervisor:
• Assigns and reviews work.
• Provides guidance and training to assigned staff.
• Counsels staff regarding work performance.
• Reassigns staff to meet day-to-day operating needs.
• Establishes annual goals and objectives.
• Approves time off.
• Prepares and signs performance evaluations.
10% Assists in the preparation of fiscal budget projections including personnel, computer resource requirements, office equipment, travel, and education:
• Maintains independent budgetary control.
• Allocates expenditures.
5% Keeps abreast of new developments in the Information Technology field:
• Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
• Attends demonstrations and exhibitions related to assigned operations.
5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
