Northrop Grumman Mission Systems Sector is seeking an experienced and dynamic individual to join its team as a Manager, Contracts Administration 1 in Rolling Meadows, IL within our Electronic Warfare and Targeting Business Unit. (This is not a full-time remote position and requires the selected candidate to work on-site). The portfolio requires a working-level Contracts Manager who will provide leadership and oversight responsibilities for team of 5-7 Contract Administrators. This position will report directly to an OU Contracts Manager and will provide leadership to a dedicated team of Contract Administrators. This position requires excellent organizational skills, business system expertise and will require regular interaction with various levels of executive management to include various functional organizations throughout the OU, BU, Division, and Sector levels.

What You Will Get To Do:

Responsibilities:

+ This position will provide leadership, support, professional development, and training as needed in all aspects of the contract operations discipline.

+ Builds and leads a team of highly motivated and effective contract professionals to include training, mentoring/guidance, directing daily activities, delegating work assignments, and ensuring compliance, accuracy, and timely work assignment completion of direct reports.

+ This position will ensure compliance with company policies, legal requirements, and customer specifications.

+ Administers, extends, negotiates and terminates standard and nonstandard contracts.

+ Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

+ Executes the flow of critical information between the program managers / program directors and internal stakeholders such as Global Supply Chain and Business Management, and the Law Department.

+ Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

+ Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

Basic Qualifications:

+ Thorough understanding of the requirements of applicable government regulations

+ Strong proposal development skills, solid negotiation skills, and excellent oral and written communication skills

+ Bachelor’s Degree and 6 years of industry related experience working in Contracts Administration or related field or 4 years with a Master’s degree

+ Proficiency in MS Office including Outlook, Excel, Teams, and PowerPoint

+ Contracts Administration in a FAR/DFARS environment

+ Background in DoD contracting, prior experience with the USG and/or major defense contractor customers

+ Experience negotiating and administering various contract types of varying sizes and types of agreements

+ Strong computer skills to include data tracking, reporting and analysis as well as in-depth experience with business systems and business metric tracking

+ The candidate will be able to compile and analyze data, maintain historical information, and engage in strategic priorities as needed

Preferred Qualifications:

+ Demonstrated 1+ year(s) of leadership experience

+ Familiarity with an enterprise resource planning (ERP) tool such as SAP

+ Prior experience presenting and negotiating to all levels of management.

+ NCMA Certification (CPCM, CFCM and/or CCCM)

+ Experience with development contracts

+ Secret level clearance

Salary Range: $99,800 – $146,000

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
