Summary:

The Purchasing Manager provides direction for the Purchasing Department by communicating, managing, and evaluating staff of buyers to secure supplies, equipment, and services in the best interest of Rush University Medical Center. The Purchasing Manager will be an expert user in the Rush ERP system and will act as an administrator to support the system and software. Additionally, the Purchasing Manager will be an expert in the GHX software as a tool to efficiently complete functional goals of the department. Exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.

Required Job Qualifications:

- B.A. /B.S. in business, marketing, finance, accounting, or related field.

- Analyzes complex offers and identifies savings opportunities.

- Proficient in Word and Excel.

- Three (3) or more years of experience in a healthcare organization/healthcare industry with a primary role of negotiating contracts for commodities and services in a senior buyer, procurement specialist, contract manager, or similar role.

- Knowledge of a wide-range of procurement processes in medical and/or service fields.

- Demonstrated ability to facilitate change and achieve savings goals.

Preferred Job Qualifications:

- Master’s degree in Business, Health Care Administration or related field.

- Experience developing and using Access databases.

- Demonstrated leadership ability with all levels of personnel: staff, peer and administration/leadership.

- Understanding of complex healthcare market forces and implications for contracting/procurement in the future.

Responsibilities:

1. Conducts, manages and supervises the procurement process for operating supplies and equipment within the institution, off-site clinics and other hospital related procurement as directed.

2. Ensures purchasing protocols are communicated and followed by internal customers and outside sales representatives and organizations.

3. Directs and supervises the purchasing office and its functions; hiring, developing, supervising, and evaluating departmental personnel.

4. Manages the Buyers’ work queue and collaborates with internal team and other departments (typically AP) to ensure work queue issues are minimized and cleaned up on a regular basis.

5. Expert user of the GHX software in how it relates to supporting the job functions of the buyer to meet goals and complete tasks in the most efficient way possible. GHX software will support EDI functions, contract price repository, and will also be relevant to AP staff members for EDI Invoice review.

6. Expert user and Administrator of the Rush ERP system from a supply chain perspective. Assistant Purchasing Manager will support appropriate use of the software to execute daily responsibilities.

7. Collaborates with Accounts Payable to perform monthly close process in the ERP system.

8. Guides staff through process compliance regarding internal policies and processes (i.e. requisition approvals, equipment inspection requirements, vendor return policy, etc.).

9. Supports in functions of the supply chain team: facilitation of bid preparation – particularly in data collection and analysis – buy pulling reports from the ERP system and maintenance of the Rush Item Master.

10. Ensures legal and ethical parameters are being adhered to. Seeks direction from legal and risk management, when appropriate.

11. Fosters teamwork, responsibility, integrity, collaboration, trust and communication.

12. Facilitates groups, builds teams and drives consensus in clinical and non-clinical areas.
