Job Description

AECOM is looking for a Disaster Resilience Project Manager to assist the Disaster Resilience Team. This role will oversee and coordinate resources, activities, and proposals associated with an AECOM Disaster Resilience Team. They will deploy/serve as on-site leadership, providing direction to personnel, resources, client engagement, and proposal management. They will be expected to have a complete understanding of all applicable federal disaster policies and requirements, as well as disaster response and recovery experience.

This will be a hybrid position including a combination of both remote and in-office/onsite. The location of this position is flexible, but will be required to deploy for short or extended periods of time. This position can be based in, but not limited to: Dallas, TX; Baton Rouge, LA; Austin, TX; Denver, CO; Chicago, IL.

Job Responsibilities will include, but are not limited to:

+ Lead the preparation, deployment, and operations of an AECOM rapid response and recovery team. Manage major project efforts, requiring complex coordination across multiple business lines, systems and processes.

+ Support the project team with the implementation and operations of the project, which may include oversight and distribution of resources within the specific functional area.

+ Support with developing strategies, prepare proposals, negotiate contracts, and execute disaster recovery projects.

+ Monitor and understand the financial performance of the project.

+ Utilize time management skills to create high-level strategies that aid staff in managing time, productivity, and effectiveness.

+ Exercise discretion and independent judgment in regards to operational decisions.

+ Develop project plans by creating project goals, budget, and deliverables. Identify project tasks, workflows, and resource requirements.

+ Coordinate program policy updates with client and project staff.

+ Establish and update standard operating procedures.

+ Monitor and report on progress of assigned projects and tasks.

+ Track and project deliverables using appropriate tools and provide reporting.

+ Provide support and direction to project team.

+ Oversee and coordinate with the project team on tasks to ensure schedule and budget are maintained.

+ Provide training and technical support to project staff.

+ Provide consultation and expert advice to management.

+ Other duties as required.

Qualifications

Minimum Requirements:

+ BA/BS + 8 years of relevant project management experience, to include cumulative activation / deployment experience associated with hazardous event or disaster (federal, state, or local government) or a demonstrated equivalency of experience and/or education

+ A working knowledge of regulatory and statutory compliance

+ Must have the ability to deploy to remote locations for short-term and/or long-term project assignments.

+ Due to the nature of the work, US Citizenship is required in order to work on Federal projects.

Preferred Qualifications:

+ 10+ years cumulative experience at the federal, state, or local government level with Community Development Block Grant Disaster Recovery (CDBG-DR) Housing; Federal Emergency Management Agency (FEMA) Public Assistance and Individual and Household Program (IHP), and/or Hazard Mitigation Grant Program (HMGP).

+ Ability to develop Project schedules and budgets and understand and monitor financial health of the Project.

+ Familiarity with the National Incident Management System (NIMS), Incident Command System (ICS), and Emergency Support Functions (ESFs) frameworks, Protocols and Systems

+ Familiarity with Project Financials and Controls

+ Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints.

+ Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc.

+ Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness

Offered compensation will be based on location and individual qualifications. The expected range is $135,000.00 – $155,000.00.
