The Deputy Executive Director (DED) Administration under the direction of the Executive Director/CEO is responsible for carrying out the policies and programs of Metra. The DED Administration assumes a leadership role in planning, developing, organizing and directing the administrative activities at Metra.
Reporting to the Assistant DED Administration, the Contracts & Special Projects Division performs the day-to-day management and periodic renegotiation of operating contracts with other railroads; acts as a resource within the agency regarding contractual rights and responsibilities; and manages special projects of agency significance including employee engagement-related functions.
Reporting to the Manager, Contract Administration, the Contract Administrator 2 will perform a range of development and administration activities for moderately complex railroad operating contracts; includes monitoring contracts for accuracy, efficiency, and relevant language; and working with key stakeholders to ensure compliance and conformance with agency policies and procedures, contract terms, and applicable governmental rules and regulations.
The Primary Duties include: Collaborate with various departments, contract carriers, and transit agencies on the development, drafting, review, and negotiation of various contracts, agreements, amendments, letters, and other negotiated modifications. Respond to routine requests for information, including Freedom of Information Act requests; research contract terms, conditions, and performance; compile data from statistical reports; and draft and present related summaries. Review and calculate monthly payables and receivables; audit various usage reports to ensure contract billing and payments are reflected accurately and are aligned with contract terms; identify and correct errors, reconcile and resolve discrepancies; and prepare related correspondence. Coordinate key stakeholder participation on the implementation, operation, and maintenance of capital projects through fixed and joint facility, or other, agreements; and ensure compliance with all applicable governmental rules and regulations. Develop annual revenue and expense estimates for internal budgeting purposes; and generate purchase requisitions and justifications throughout the year. Perform other related duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements

Bachelor's degree or in lieu of a degree, any combination of education and experience that equals four (4) years in contract administration or management, accounting, finance, or railroad operations.
In addition to #1, two (2) years of experience in contract administration or management, accounting, finance, or railroad operations.
Working knowledge of principles, practices, and techniques of document management, fiscal, statistical, and administrative research, and report development.
Working knowledge of principles and practices used in the development and administration of public contracts, contract law, and accounting.
Strong written and verbal communication skills to effectively, accurately, and concisely express complex contract terms and respond to inquiries.
Strong time management, problem solving, and organizational skills.
Strong math, analytic, and reading comprehension skills, with an attention to detail and ability to spot errors.
Ability to establish and maintain effective working relationships.
Ability to plan and organize work to meet changing priorities and deadlines.
Ability to understand and apply departmental policies and procedures as well as applicable governmental rules and regulations.
