Summary This position is organizationally aligned to the Quality Management (QM) Service (Quality, Safety, and Value [QSV]), at the Jesse Brown VA Medical Center (537), located in Chicago, IL and primary purpose of the Program Analyst’s work is to analyze, evaluate and advise/participate in improving the services offered at Jesse Brown VAMC. Responsibilities Duties include: Plans and conducts studies, analyzing findings and making recommendations collaborating with applicable staff members Prepares reports, which are presented to managers, committees and the Leadership team to encourage understanding and acceptance of findings and recommendations Coordinates ongoing data collection and analysis\Reviews, analyzes and evaluates accomplishment of overall program by review of reports, available data, studies, projects, and information provided by support personnel, contractors, and other external agencies Identifies existing or potential problem areas and recommends necessary corrective action or redesign Researches, recommends, and guides implementation of new or proposed improved practices for application throughout the Medical Center and clinics Evaluates current processes using statistical process control and other QM tools Acts as a resource person in planning, reviewing, or revising policies and procedures that impact Quality Management initiatives Demonstrates knowledge of roles of health care personnel and promotes a climate of inter-service collaboration, cooperation, and understanding Uses quality improvement data analysis, charts, graphs and other statistical analysis tools to motivate staff to continually improve both process and outcome for performance metrics Systematically evaluates all clinical and administrative areas to facilitate the spread of Performance Improvement activities throughout the Medical Center Performs other duties as assigned Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, current facility applicants must meet all requirements within 30 days of the closing date of this announcement, 07/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to public speaking, presentation skills and must be able to develop and present information before leadership groups and management; experience with Veterans Health Information Systems and Technology Architecture (VISTA), Computer Patient Record System (CPRS) computer packages, as well as knowledge of other clinical packages (VSSC, Veterans Health Administration Support Services Center), RAMP and Pyramid for extracting patient data; must have the ability to abstract data from the CPRS record, VSSC, VISTA, Pyramid, RAMP etc; skills in operating personal computer software programs including but not limited to Microsoft Word, Access, Excel, PowerPoint, Visio, Project Management and other statistical process control programs. You will be rated on the following Competencies for this position: Accountability Analysis and Problem Solving Analytical Thinking Quality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent will be expected to carry light items such as binders, laptops and other material from time to time. Working Conditions: Work is performed in an office setting and other locations throughout the Medical Center. Work area is adequately lighted, heated and air-conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.
