Job Summary
The Grant Administration Manager will be responsible for the fiscal and administrative oversight and management for implementation and evaluation of grants awarded to the Cook County Department of Public Health (CCDPH).
General Administrative Responsibilities
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable
Collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
Contribute to the management of CCH staff and CCH' systemic development and success
Discuss and develop CCH system policy and procedure
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining
Agreements
Work with Labor Relations to discern past practice when necessary
Typical Duties
Provides overall fiscal and administration management of grant program, confers with Cook
County Health (CCH) Finance Department, as needed.
Takes primary responsibility for executing and monitoring subcontracts, including provision of programmatic oversight, technical assistance to address barriers to success, and regular monitoring of the projects.
Oversees all monitoring of program implementation schedules, which may include the development and implementation of tools that help to assess program towards completing benchmarks and deliverables.
Facilitates hiring process with Human Resources and ensures onboarding of new staff.
Reviews reports and tracks expenditures for subcontracting agencies, and ensures payments are made.
Works with CCH grant initiative leadership and CCH Finance Department to prepare and submit progress and financial and final reports.
Communicates with CCH executive staff and grant initiative leadership on status and issues related to grant administration and compliance.
Organizes and maintains documentation related to grant funding.
Participates in initiative team meetings and activities as requested.
Completes and submits relevant paperwork if no-cost extension is allowed by the funder
Manages effective close-out of grant programs, ensuring that all applicable administrative action and all requires work associated with the award have been completed.
Ensures overall compliance with grant regulations, including for all subcontractors. Conducts site visits as needed.
Optimizes grant administration processes.
Perform other duties as assigned.

 

Minimum Qualifications
Master's degree in public health, Public Administration or other related field from an accredited college or university
Three (3) years practical work experience with program management, grants and contract management, performance management, monitoring and reporting
One (1) year of experience implementing, administering, and/or managing a grant.
Position requires light to moderate local travel for which employee must provide a valid driver's license and reliable means of transportation
Knowledge, Skills, Abilities and Other Characteristics
Possess knowledge and understanding of principles for public health practice, including, but not limited to, program and policy planning, implementation, and evaluation, and laws, principles, rules and policies relating to federally and state funded grants and contracts.
Ability to develop and implement systems to support performance management and
administrative oversight (e.g., grant and contract management).
