ASSISTANT COMMISSIONER (Implementation & Evaluation)

Starting Salary: $118,128.00 – $133,524.00

Under direction, supervise staff and lead process improvement initiatives, new program implementation, coordinate cross-bureau strategies related to program and budget, oversee initiatives to improve Department of Housing (DOH) programs and operations, and performs related duties as required.
ESSENTIAL DUTIES
· Supervises professional staff engaged in reviewing current programs and operations, conducting data analysis, and creating and monitoring work plans to create efficiencies within department bureaus
· Interfaces with senior leadership to identify and evaluate business needs and to define opportunities for improved efficiency and process improvements
· Conducts data analysis to determine the sources of inefficiencies
· Develops and oversees the preparation of strategic work plans and timetables used in establishing performance improvement initiatives and the achievement of objectives
· Advises department head in establishing key performance indicators to effectively measure the ongoing performance of programs and services and recommends modifications and improvements to further the mission and vision of the department
· Works with DOH senior staff, DOH/Department of Planning & Development (DPD) shared services, Mayor’s Office, Department of Law (DOL), Office of Budget Management (OBM), and other stakeholders to streamline programs. Identifies opportunities for improvements to increase output affordable housing options to prevent homelessness, provide affordable rental and homeownership opportunities
· Manages internal processes related to allocation of funds, program tracking, and monitoring and training regarding eligible costs for development of affordable housing developments. Collaborates with Policy & Programs bureaus to assist in drafting and passing legislation as needed, design and stand-up new programs, draft project charters and job descriptions to successfully stand up new programs or modify existing programs or processes
· Oversees new programs during the pilot phase, make modifications as necessary from evaluations and implement pilots turning into permanent programs into the workflow of DOH
· Supervises the design of computer applications and models (e.g., mathematical, statistical, spatial, temporal) to assist in the assessment and collection of data
· Coordinates and reviews reports and communications recommending changes to work standards, procedures, and performance measures
· Monitors implementation plans and evaluates improvements post-implementation

Qualifications:
MINIMUM QUALIFICATIONS
· Nine (9) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
· Graduation from an accredited college with an Associate’s degree, plus seven (7) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
· Graduation from an accredited college or university with an Bachelor’s degree, plus five (5) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position, OR
· Graduation from an accredited college or university with an Master’s degree, plus four (4) years of work experience in operations analysis, project management, strategic planning, urban planning, or business management consulting, of which two (2) years are in a supervisory role related to the responsibilities of the position
SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.
