Job Summary

The Manager, Engineering Programs is responsible for the day-to-day execution of the Basic Capital Plan by ensuring processes are adhered to and proper controls effect desired results. The role ensures the supervision, administration and control of project management deliverables. The position is accountable for the administration of the project plan, project documents, financial reporting and controls. Additional tasks include producing month-end project financial reports and involvement in Engineering compliance to established Sarbanes-Oxley (SOX) and the United States (U.S.) Generally Accepted Accounting Principles (GAAP) guiding principles.

Main Responsibilities

Manage the Capital Program Plan

· Set and execute the Capital Program Plan

· Review actuals and planned for the Basic Capital Plan

· Measure work activities performed in the field (e.g., installation of rail ties, bridge, signals and communications) on a daily and weekly basis

· Monitor individual programs and plans via the Engineering Capital Planning System (ECPS) as well as upload programs and extract data sources

Reporting

· Handle management requests for reporting by providing data metrics and analytics, board reports, and comprehensive PDFs with specific information

· Provide Senior Engineering Officers regular guidance pertaining to Engineering Budget and productivity performance for all facets of the Basic Capital Plan (e.g., budget, unit cost, Year End Outlook (YEO), material reporting, Capital testing, historical data)

Staff Management

· Manage day-to-day transactional and operational tasks of any direct reports

· Provide guidance to internal stakeholders and coach Engineering staff in tasks to ensure proper project advancement

· Perform operational tasks to cover for absences and vacation periods

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The incumbent must be available to work long hours (extensive volume of work on a daily basis), night shifts and weekends when necessary. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires minimal travel (10%) within Canada.

Requirements

Experience

Management

· Between 5 to 10 years of relevant experience

o Experience in the financial or railroad industry with an emphasis on budget management

o Experience in a constantly changing environment

Education/Certification/Designation

· Bachelor’s Degree in Engineering, Finance, or equivalent
